2025: Sentence - 10 years in prison for embezzlement of 52 million rubles during the construction of the hospital

In mid-October 2025, the Central District Court of Komsomolsk-on-Amur sentenced Andrei Skomorokhov, the former deputy head for the construction of facilities of the KGKU "Customer Service of the Ministry of Construction of the Khabarovsk Territory." He was found guilty in a criminal case on embezzlement of more than 52 million rubles during the construction of a children's hospital complex.

According to the case file, in 2017, the Customer Service entered into a state contract for the construction of a children's medical facility in the Leninsky district of Komsomolsk-on-Amur. As a contractor for the work, a company was involved, the founder of which was the son of Skomorokhov. It is alleged that with the complicity of his father, the head of this organization submitted for payment documents containing false information about the volume and cost of the work performed. In addition, part of the work was carried out in violation of construction standards and rules.

The criminal case was initiated under Part 5 of Art. 33, part 4 of Art. 159 (complicity in fraud on an especially large scale) and part 3 of Art. 285 of the Criminal Code (abuse of office). The damage caused is estimated at more than 52 million rubles. The court sentenced Andrei Skomorokhov to 10 years in prison with serving a sentence in a general regime correctional colony with a fine of 500 thousand rubles. He is deprived of the right to hold positions in state authorities and local self-government, as well as in state and municipal organizations and institutions related to the implementation of organizational, administrative or administrative powers for two years.

In addition, the court satisfied the claim filed by the regional prosecutor's office to recover from the convicted the amount of damage caused to the state's income. At the same time, the arrest on the property of the guilty person was preserved.[1]
