2023: Imprisonment for a scam involving the supply of medical equipment and bribes
The Basmanny Court of Moscow sentenced to eight years in prison the former head of the property management of special projects (UISP) of the Ministry of Defense of Russia (MoD RF) Andrei Tulupov for a scam with the supply of medical equipment and corruption. This became known on January 23, 2023.
According to Kommersant, Andrei Tulupov committed crimes in procurement for the Ministry of Medical Equipment to combat the COVID-19 coronavirus pandemic. In connection with his admission of guilt, the case was considered in a special order.
In September 2020, the main military investigation department of the TFR opened a criminal case on fraud in the supply of PCR tests and Chinese portable breathing machines for artificial lung ventilation Yuwell YH-730 to the Ministry of Defense.
According to the case file, purchases of medical equipment at deliberately inflated prices through the Singapore company Golden Way Global Solution and the Vietnamese Visterlo Traiding Company were produced by Business Support Center LLC, Amparo United Expert Company LLC, Business Support Center LLC and Salus LLC. The famous fashion designer and fashion designer Ferutdin Zakirov, accused of fraud (part 4 of article 159 of the Criminal Code of the Russian Federation), helped them in this.
According to the newspaper, the process against the fashion designer recently began in the Meshchansky District Court, but from there the case was transferred to the Basmanny District Court. Former head of the ISP Andrei Tulupov, general director of the Center for Business Support LLC Denis Shulzhenko and his business partner Alexander Petrov in this case were initially held as witnesses and more than once called for interrogations.
Tulupov was charged with two episodes of receiving bribes totaling 13 million rubles and abuse of office. In 2022, Shulzhenko, who fully pleaded guilty, was sentenced to four years in prison.[1]
