2024: Sentence - prison sentence for rigging doctor arrival speed data
On April 24, 2024, the Novgorod District Court, with the participation of a representative of the prosecutor's office in Veliky Novgorod, convicted Andrei Fedorov, the former chief physician of the local ambulance station. The man received a term for falsifying data on the speed of arrival of doctors on emergency calls.
According to the investigation, in the period from April 2017 to March 2019, Fedorov, holding the position of head physician of the Novgorod ambulance station, entered false information about the work of ambulance teams into his quarterly report. He, in particular, indicated a faster response rate, thereby ensuring the implementation of the established regulations in 20 minutes. In fact, it took more time for the doctors to arrive at the place of call. Subsequently, on the basis of such forged documents, the commission of the Ministry of Health of the Novgorod Region decided to award the chief physician based on the results of work for the reporting quarter.
According to the case file, as a result of Fedorov's actions, the Territorial Compulsory Medical Insurance Fund of the Novgorod Region suffered damage in the amount of over 230 thousand rubles. The man was found guilty of committing a crime under Part 3 of Art. 159 of the Criminal Code - fraud committed using his official position. At the same time, Fedorov himself pleaded not guilty.
By a court decision, Fedorov was sentenced to two years of suspended imprisonment with a probationary period of two years with deprivation of the right to engage in activities related to the implementation of organizational, administrative and administrative powers in state and municipal budgetary institutions (also for 2 years). Novgorod ambulance station terminated the contract with Fedorov in 2021.[1]
