2023: Sentence - 7.5 years in a maximum security colony for bribes
On September 15, 2023, the Kislovodsky City Court of the Stavropol Territory sentenced in a criminal case on taking bribes in the amount of almost 7.5 million rubles by the former deputy chief physician of the city clinical hospital No. 2.
According to the case file, from July 2017 to July 2021, the defendant (the name was not disclosed) received a bribe from the general director of the security company in the amount of 5.17 million rubles "for assisting in the conduct of competitive procedures and general patronage." The former deputy head physician of the hospital, according to the terms of the agreement reached, had to issue documentation confirming the need of the medical institution for security services. In addition, the defendant was responsible for the acceptance and examination of the relevant work.
During this period, the man also received a bribe from an individual entrepreneur in the amount of 2.25 million rubles for "creating favorable conditions when concluding state contracts for processing and economic services of the hospital."
In addition, the investigation found that in May 2020, the defendant received a bribe in the amount of 40 thousand rubles from another entrepreneur. He promised to facilitate the conclusion with a businessman of a state contract for the supply of personal protective equipment in connection with "the introduction of a high alert regime and in order to implement measures to prevent and reduce the risks of the spread of a new coronavirus infection to meet the needs of the Stavropol Territory."
Thus, three facts of receiving bribes totaling 7.46 million rubles were confirmed. The man was found guilty of committing crimes under Art. 290 of the Criminal Code of the Russian Federation (taking a bribe). He was sentenced to 7 years 6 months in prison with serving in a maximum security correctional colony.[1]
2022: Detention on suspicion of receiving 5 million rubles bribes
The Stavropol Interdistrict Investigation Department of the Investigation Department of the Investigative Committee for the Stavropol Territory, as reported by the press service of the regional department on March 18, 2022, opened a criminal case against the deputy chief physician for the administrative and economic part of the SBUZ SK "City Clinical Hospital No. 2." He was charged with committing a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale).
According to the investigation, from July 2017 to July 2021, the deputy chief physician received a bribe from the general director of Lentul OP LLC in the amount of more than 5 million rubles for assisting in competitive procedures and general patronage. The duties of the accused included the formation of the institution's need for security services, acceptance and examination of the work performed.
A criminal case was also initiated against the bribe giver on the grounds of a crime under Part 5 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe on an especially large scale).
The initiation of these criminal cases became possible thanks to the effective interdepartmental interaction of investigators of the Investigative Committee of Russia with the OEB unit in the PC of the Ministry of Internal Affairs of Russia in Stavropol. By March 18, 2022, in relation to the defendants in criminal cases, at the request of the investigator of the Investigative Committee of Russia, the court chose a preventive measure in the form of detention. In a criminal case, investigative actions are being carried out aimed at collecting the necessary evidence base. The investigation of the criminal case by mid-March 2022 continues.
