2024: Interrogation based on the results of searches of the Federal Penitentiary Service

On November 19, 2024, employees of the Investigative Committee and the FSB in the Voronezh Region searched the building of the local administration of the Federal Penitentiary Service (UFSIN). The security forces took for interrogation the colonel of the internal service of the department Arkady Molokanov.

According to the Kommersant newspaper, Molokanov holds the post of deputy head of the Voronezh Federal Penitentiary Service for security and digital transformation. In 2022, he temporarily acted as the head of this department.

According to available information, Molokanov can be checked for involvement in abuse of authority (Article 286 of the Criminal Code of the Russian Federation). The acts provided for in this article are punishable by imprisonment for up to 15 years with deprivation of the right to hold certain positions or engage in certain activities for up to 20 years.

After the search and seizure of documents, Molokanov was taken for interrogation to the Investigation Department of the Investigative Committee for the Voronezh Region. What exactly the claims against the colonel are, as of November 19, 2024, is not specified. As the Vesti Voronezh resource adds, the issue of initiating a criminal case is being resolved. The Voronezh Federal Penitentiary Service does not comment on the situation in any way.[1]

2025: Sentence - 2 years in prison for abuse of authority

On December 1, 2025, the Zheleznodorozhny District Court of Voronezh sentenced the former deputy head of the department of the Federal Penitentiary Service for the Voronezh Region. Arkady Molokanov was found guilty of committing a crime under Part 3 of Art. 286 of the Criminal Code of the Russian Federation (abuse of office). He was sentenced to two years in prison in a general regime colony. After the verdict was announced, the 53-year-old convict was taken into custody in the courtroom.

According to Kommersant, during the trial it was established that from December 2019 to November 2024, the convict, acting for selfish purposes, systematically attracted employees of the FSIN institutions subordinate to him to perform various works. In official time, they were engaged in construction and installation, repair and finishing and other economic work on real estate objects used by the defendant.

These actions led to a significant violation of the rights of employees, disruption of the normal functioning of institutions and causing property damage to the state. The harm was expressed in unjustified payments of monetary allowances to employees who were absent from their official places.

According to Kommersant, the criminal case was initiated on the basis of materials provided by the Department of the Federal Security Service for the Voronezh Region and the Department of Its Own Security of the Federal Penitentiary Service of Russia. After the initiation of the case, Molokanov was relieved of his post as deputy head of the regional Federal Penitentiary Service for security and digital transformation.

According to the verdict of the court, Molokanov was also deprived of the rank of colonel of the internal service. An additional punishment was a three-year ban on holding positions in law enforcement agencies.[2][3]
