2020: Arrest in public procurement fraud case

At the end of July 2020, the Leninsky District Court arrested the Deputy Minister of Health of the Rostov Region Stanislav Besedovsky in a criminal case of fraud with public procurement. He was sent to a pre-trial detention center until September 26, before the official was under recognizance not to leave.

Besedovsky was detained on suspicion of complicity in fraud on an especially large scale. According to the investigation, he and the Minister of Health of the Rostov Region Tatyana Bykovskaya created the conditions for the victory of Center 100 Rostov-on-Don LLC in four auctions for the processing of medical waste, causing damage to the regional budget by almost 11 million rubles.

The investigation believes that both the owner of the enterprise and the official knew that the company, due to limited technical capabilities, would not be able to fully fulfill the terms of the contract, but did not prevent the conclusion of a service contract in the amount of 45.2 million rubles.

According to Kommersant, Center 100 Rostov-on-Don LLC was created as part of the launch of a centralized system for collecting and processing medical waste in the region. The ambitious project was patronized by the governor, and the company is a subsidiary of the Swiss AFD Group SA. The project was never fully launched, and the defendants a few months after the arrest were released from house arrest and pre-trial detention under subscription, returning to work in the ministry.

Officials are suspects in the case under Part 1 of Art. 286 of the Criminal Code of the Russian Federation (abuse of office). According to the investigation, the Center 100 Rostov-on-Don company, having concluded an anti-competitive agreement with the regional Ministry of Health and four medical institutions, organized an enterprise for the disposal of medical waste in the region.

At the end of January 2020, Bykovskaya returned to her work duties, and Besedovsky was transferred to house arrest. This preventive measure was in effect against the deputy minister until May 23 and was later replaced by a recognizance not to leave.[1]

2023: Preventive measure - pre-trial detention center for three months

The Kushchevsky District Court of the Krasnodar Territory arrested the former Minister of Health of the Rostov Region Tatyana Bykovskaya and her deputy Stanislav Besedovsky. This became known on October 20, 2023. Read more here.

2024: Termination of criminal case

On January 22, 2024, it became known about the termination of the case against the deputy head of the Ministry of Health of the Rostov Region Stanislav Besedovsky. He was involved in a public procurement fraud case.

She added that the defendant was released from custody in January 2024, when his arrest expired during the preliminary investigation. At the same time, the press service of the courts of the Krasnodar Territory did not name the ex-deputy minister of health of the Rostov region, in respect of which the criminal case was terminated.

Kommersant writes that it is about Stanislav Besedovsky. He was arrested during the investigation for three months. A similar preventive measure was chosen in relation to another person involved in the case - the ex-Minister of Health of the Rostov Region Tatyana Bykovskaya. Proceedings against Bykovskaya by January 24, 2024 continue. The consideration of the case was transferred to another region due to fears that Tatyana Bykovskaya has connections in government agencies in the Rostov region, Kommersant notes.

Tatyana Bykovskaya and Stanislav Besedovsky were accused of violating antimonopoly legislation when conducting a purchase for the right to provide services for the disposal of medical waste in the Rostov region. It was argued that the officials created conditions under which the Center 100 Rostov-on-Don company was able to win several electronic auctions related to the processing and disposal of class B medical waste[2] of the[3]
