2020: Arrest in the case of a fire in the drug treatment blade "Clean City"
On September 18, 2020, the Zheleznodorozhny District Court of Krasnoyarsk, at the request of the investigation, arrested Olga Beskrovnaya, director of the Clean City private drug treatment clinic, after a fire in a medical facility that killed people.
According to the investigation, the arson of the clinic was arranged by her patient, 61-year-old Dmitry Eremin. On the night of September 17, 2020, he set fire to the curtain in ward No. 1 while everyone was sleeping, and he escaped. Four patients in the ward were killed. Law enforcement officers qualified this as a murder in a generally dangerous way (part 2 of article 105 of the Criminal Code of the Russian Federation).
Eremin's illegal actions were recorded by video surveillance cameras installed in the institution's chamber. The suspect was detained in a village 100 km from Krasnoyarsk.
The director of the clinic will spend two months in jail. A case was opened against the woman under the article "Provision of services that do not meet safety requirements, resulting in the death of two or more persons by negligence" (Article 238, part 3 of the Criminal Code). Under this article, she faces imprisonment of up to ten years.
Olga Beskrovnaya admitted that the clinic worked without a license to provide medical services. The investigation claims that the clinic violated fire safety rules, for which the director is responsible. In addition, the medical institution did not have protective equipment, and no safety briefings were conducted among workers.
Clinic staff, questioned as witnesses, testified that the fire alarm did not go off properly, resulting in an untimely evacuation.
According to TASS, "Clean City" was registered as a small business enterprise in 2010. At the same time, the institution received a medical license for the implementation of pre-medical medical care. According to preliminary data, some of the patients were in the clinic anonymously.[1]
2023: Sentence - one year and seven months imprisonment for arson of facility by patient
In early June 2023, the Zheleznodorozhny District Court of Krasnoyarsk sentenced Olga Beskrovnaya, 47, director of the Clean City private drug treatment clinic, to one year and seven months in prison, finding her guilty of providing services that do not meet safety requirements, resulting in the death of more than two people by negligence (part 3 of article 238 of the Criminal Code of the Russian Federation).
However, the period of being a woman in custody and house arrest is credited to the term of punishment, in connection with which she will be released, the press service of the Investigative Department of the Investigative Committee for the Krasnoyarsk Territory reported.
According to the investigation, the medical center of Clean City LLC provided services to persons suffering from alcohol and drug addiction, while despite the existing license, the activities of the drug treatment center were carried out in a round-the-clock hospital and in violation of the requirements of Rospotrebnadzor in the Krasnoyarsk Territory, the room was located in a residential building. In addition, in LLC "Clean City" there were numerous violations in the field of fire safety.
In particular, due to a faulty automatic alarm system for warning and managing the evacuation of people in a fire, information about the number of people who were in Clean City LLC was not transmitted to the supervisory authorities. The shift on duty did not have personal protective equipment and was allowed to work without fire briefings. At night on September 17, 2020, a fire broke out in one of the chambers of the medical institution Clean City LLC.
As a result of the provision of medical services by the director of Clean City LLC that do not meet the requirements of the safety of life and health of consumers in terms of fire safety, patients of Clean City LLC were in the area of open fire and smoke. Under the influence of drugs with sedative properties, patients were limited in movement and could not leave the premises of the medical institution on their own and quickly. The untimely start of the evacuation of patients and the late report of a fire to the fire department influenced the provision of safe evacuation before the occurrence of fire hazards. As a result of improper fulfillment of fire safety duties by the director of the center, four patients died as a result of the fire, and two patients suffered minor harm to their health.[2]
