2026: Sentence - 9 years of strict regime for bribes

On March 3, 2026, the Kinelsky District Court of the Samara Region announced the verdict to the ex-deputy head of the Main Bureau of Medical and Social Expertise (BMSE) in the Samara Region, Konstantina Borisova. He was found guilty of receiving and paying bribes, as well as abuse of office. Konstantin Borisov was sentenced to nine years in prison in a strict regime colony.

The investigation and the court found that in 2020 Borisov, who held the posts of head of expert teams and a doctor for medical and social expertise, entered into a criminal conspiracy with two subordinate employees. The defendant received a bribe in the amount of 240 thousand rubles. for establishing disability to three persons. Monetary remuneration was also intended to preserve the decisions made to assign the status of a disabled person without revision and amendments.

In addition, according to the Investigative Department of the TFR in the Samara region, the convict twice acted as a bribe-giver. He transferred money to a colleague for formalizing referrals for medical and social examination, bypassing the procedures established by law. The introduction of deliberately false information about diseases of specific citizens was carried out without mandatory diagnostic measures and in the absence of legal grounds.

The case was considered by the judge of the Kinelsky District Court Ekaterina Vitvitskaya. The criminal case against Konstantin Borisov entered production in May 2025. During the court hearings, all evidence presented by the prosecution was checked. The guilt of a former senior employee of the BMSE has been fully proven.

In addition, the court decided to recover from the convict a fine of 500 thousand rubles. in state revenue.[1][2]
