2023: Arrest on bribe-taking charges
On April 13, 2023, the Sovetsky District Court of Bryansk sent under arrest the deputy director of the regional health department Larisa Borshchevskaya, suspected of receiving a bribe worth more than 1.5 million rubles. A preventive measure in the form of detention was chosen for a period until June 9, 2023.
According to TASS, Larisa Borshchevskaya was charged with committing a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation ("Taking a bribe"). According to the investigation, from September 2021 to December 2022, while in Bryansk, she received bribes through an intermediary in the interests of a pharmaceutical company for ensuring the conclusion of drug supply contracts without tenders.
As Telegram channel 112 clarifies, the arrest operation was carried out by FSB officers. They seized phones and computers from the woman, and also searched seven apartments. After searches in the apartments of the official and the intermediary (she was charged with committing a crime under Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation "Mediation in bribery"), investigators seized more than 4 million rubles.
According to Kommersant, we are talking about the representative of Lantent JSC, 40-year-old Yulia Beskova. According to the investigation, she acted in the interests of unidentified persons from the management of the pharmaceutical company. The newspaper writes that in 2022, Lantent signed contracts for 25.66 million rubles with the health department of the Bryansk region. The company provided medicines, medical products and specialized food products to certain categories of citizens who have the right to receive state social assistance.
There were no official statements about the dismissal of Larisa Borshchevskaya from the post of deputy director of the Department of Health in connection with the criminal prosecution by April 13, 2023. According to the agency's website, Borshchevskaya is not listed among the deputy leaders.[1]
2025: Sentence - 5 years in prison for bribe
At the end of April 2025, the former deputy director of the health department of the Bryansk region, Larisa Borshchevskaya, received 5 years in prison for receiving a bribe on an especially large scale. The Soviet District Court of Bryansk found the ex-official guilty of a corruption crime and appointed serving her sentence in a general regime correctional colony.
As established by the investigation and the court, in the period from 2021 to 2022, Borshchevskaya received bribes from representatives of two commercial firms for a total of ₽3,8 million. The funds were transferred to the former official through an intermediary for ensuring the conclusion of contracts for the supply of medicines and timely payment under these contracts.
The illegal activities of Borshchevskaya were identified and suppressed by employees of the FSB and MIA administration of Russia in the Bryansk region. During the investigation, law enforcement agencies collected enough evidence to bring charges of receiving a bribe on an especially large scale.
In addition to the main punishment in the form of imprisonment, the court decided to confiscate the bribe received. The amount of illegal remuneration was collected in the income of the state according to the verdict of the Soviet District Court of Bryansk.
The joint press service of the courts of general jurisdiction of the Bryansk region reported additional details of the criminal case. Borshchevskaya was also charged with negligence, which caused particularly large damage, but according to this episode, the court issued an acquittal due to the lack of corpus delicti in the act.
According to the judicial authorities, an intermediary who participated in the transfer of bribes to a former official was previously convicted. The criminal case against bribe-givers - representatives of commercial firms - is under consideration and has not yet been completed.
The verdict against Larisa Borshchevskaya will enter into legal force after the expiration of the appeal period, if the parties do not file a complaint against the decision of the court of first instance. The convict and her defense have the right to appeal the verdict in the manner prescribed by law.[2]
