Biography

Was born on April 23, 1967 in the miner's city of Kushva of Sverdlovsk region.

1989

UPI of S.M. Kirov

In 1989 graduated from the Ural polytechnical institute of S.M. Kirov (in 2010 under the name the Ural state technical university - UGTU UPI is reorganized into Ural Federal University of URFU of a name of the first President of Russia B.N. Yeltsin), as an engineer-heatpower engineering specialist.

From 1995 to 1998 - the Deputy Prime Minister of the government of Sverdlovsk region for management of state property.

1999

Participation in elections of the governor of Sverdlovsk region

In 1999 participated in elections of the governor of Sverdlovsk region and succeeded to the second round where conceded to Eduard Rossel.

State Duma elections of the Russian Federation

In 1999 created and headed an electoral bloc in protection of interests of people of work "the World! Work! May!" at State Duma elections of the Russian Federation. Block did not cross an election threshold.

2007

Just Russia

Since 2007 - the Secretary of Bureau of Council of Regional department of Political Party "Just Russia: Homeland/pensioners/life" in Sverdlovsk region.

In July, 2008 it is elected the Chairman of the board of regional department of the Batch Just Russia in Sverdlovsk region, in June, 2010 it is elected to this position repeatedly.

In April, 2011 at the V Congress Just Russia in Moscow it is elected as a member of Presidium of Central Office of a batch.

Since 2013 - the secretary of Presidium of a batch Just Russia concerning the organization of preparation and holding election campaigns.

State Duma of the Russian Federation

On December 2, 2007 it is elected the deputy of the State Duma of the 5th convocation according to the list of a batch Just Russia. Worked in committee on transport.

On December 4, 2011 it is elected the deputy of the State Duma of the 6th convocation. Worked as the First Deputy Chairman of the Committee concerning federal structure and local government.

On September 18, 2016 it is elected the deputy of the State Duma of the 7th convocation from Sverdlovsk region according to the list of a batch Just Russia.

Worked in committee on housing policy and housing and public utilities and also the First deputy head of Just Russia fraction in the State Duma of the Russian Federation.

2017: Governor of the Omsk region

On October 9, 2017 it is appointed the acting as the governor of the Omsk region.

On September 9, 2018 with an impressive separation won elections of the head of the region, having received result of 82.56%.

On September 14 took the oath on an inauguration and officially became the governor of the region.

Public activity

The initiator of creation and the leader of Regional public organization "Industrial Parliament of Sverdlovsk Region", Movement "For social guarantees of workers May, an electoral bloc "The union of state employees of the Urals".

Is an initiator and the ideological inspirer of creation of the All-Russian public association - the Russian Union of House Councils which delivered the task formation of a system of effective housing self-government of citizens - both in the field of housing and public utilities, and in other spheres of collective interest of homeowners.

Consolidation was created literally in a month after the meeting Russian President Vladimir Putin with representatives of parliamentary fractions which took place on May 15, 2013 in Sochi where Alexander Burkov told chapter states about results of work organized by it in Yekaterinburg movements "For Fair Housing and Public Utilities". According to the results of discussion Vladimir Putin expressed the need to create the all-Russian system of public control in this sphere.

In July, 2013 at an organizational congress of the Russian Union of House Councils (RUHC) Alexander Burkov was elected the chairman of this All-Russian Movement.

The most known program project of the Russian Union of house councils is Fair housing and public utilities, implemented by the Centers of protection of the rights of citizens of a batch Just Russia in 78 regional capitals across Russia. Within the project owners of apartments in apartment houses through the whole country receive the methodical, advisory help and try to obtain return under own control of management of apartment houses, protect the interests in the relations with management companies, actively involve bodies of the state and municipal authority in interaction with house councils and to problem solving in the field of the interests of homeowners.
