Biography

Was born on September 2, 1960 in the city of Barabinsk of the Novosibirsk region.

In 1982 graduated from the Siberian automobile and road institute, in 2001 – the Kislovodsk institute of economy and the right, and in 2004 – the Russian academy of public service.

After the termination of the Siberian road institute two years served in the Armed Forces of the Russian Federation. After army worked as the master of the Kislovodsk SMU of Kavavtostroy trust.

Since 1987 – service in security service.

2005 – 2015 vice governor of the Leningrad Region. Supervises work of committee on telecommunications and informatization of the Leningrad Region. Is the person responsible for informatization of the region.

It agrees to the data on the income of officials which are officially published on the website of the government of the region, in 2013 Andrey Burlakov's income was 2 million 503 thousand rubles. The land plot of 2500 sq.m., the house of 121.6 sq.m. and the ATV is owned by Andrey Dmitrievich «Yamaha».

2015 – November, 2018 Deputy Prime Minister of the Leningrad Region;

Since December, 2018 assistant to the Plenipotentiary Representative of the President of the Russian Federation in the Northwestern Federal District.
