2023: Incarceration for trying to get revenge on colleagues
On January 9, 2023, the former head of the VTB 24 branch in Norilsk, Yevgeny Chernyshov, was sentenced to two years in a penal colony under an article on abuse of authority.
As Kommersant writes with reference to the case file, Chernyshov and his immediate boss, the head of the Krasnoyarsk regional office, Natalia Tabarintseva, had "personal hostile relations," and they began to collect dirt on each other.
In April 2019, Tabarintseva ordered a sudden audit of funds and other valuables in the repository of the Norilsk office. The commission that arrived in the city from Krasnoyarsk revealed that the department systematically violated the provisions of the so-called VTB tariff collection, according to which a client should be charged a commission of 1.5% of the transaction amount when transferring money and 10% when issuing cash if the funds were in the account for less than 40 days.
As the auditors established, and then the investigation, Chernyshov "exempted" from the duty about ten familiar businessmen who regularly conducted financial transactions through the Norilsk office of the bank. As a result, VTB lost profit in the amount of 3.26 million rubles. It was not possible to prove Chernyshev's possible involvement in the theft of funds, he was accused only of abuse of power and was fired even before the initiation of the case.
Left without work, the ex-banker decided to take revenge. First, with his filing, the chief personal manager of the Norilsk office wrote to the VTB headquarters in Moscow a complaint against his Krasnoyarsk colleagues: they allegedly forged documents when issuing loans to individual entrepreneurs, thus received illegal income and caused damage to the bank by 30 million rubles. According to the statement, an inspection was started in Krasnoyarsk, but the claims were recognized as unfounded, and the personal manager was fired after the former head.
Then Chernyshev personally wrote a statement against his Krasnoyarsk colleagues to the police. He attached to the appeal a bundle of bank agreements with clients of the Norilsk additional office, hoping that these people could testify to violations in the Krasnoyarsk office. But the police became interested in how the ex-VTB employee had documents containing bank secrets. As a result, another article of the Criminal Code was added to Chernyshov's accusation, but by January 2023 the statute of limitations had expired on it.[1]
