Kosmosbek Cholponbayev was born in 1963 in the village of Ichke-Zhergez of the Issyk kul region.

Education

In 1985 graduated from the Almaty state medical institute majoring in "pharmacy".

History

2020: Detention

In the middle of September, 2020 it became known of detention of the former head of the Ministry of Health of Kyrgyzstan Kosmosbek Cholponbayev. He is suspected of negligence and abuse of official capacity.

According to Public service on fight against economic crimes, the leading persons of the Ministry of Health, "contrary to the interests of the people and the state", signed the unprofitable consultancy service contract and about 9 million som (8.5 million rubles) caused thereby to the budget damage for the amount.

According to department, it is about activity of the former head of the ministry in the spring of 2020 when the koronavirusny infection began to extend actively in the country.

Earlier the staff of Financial police of Kyrgyzstan called Kosmosbek Cholponbayev for questioning where got more information of corruption acts from him and lobbying of interests of the separate pharmaceutical companies. After one of such interrogations it was hospitalized with heart attack and pneumonia. Concerning the former Minister of Health of Kyrgyzstan criminal case is brought.

On April 1, 2020 the president of the Kyrgyz Republic Sooronbay Zheenbekov dismissed Kosmosbek Cholponbayev and Altynay Omurbekova who held positions of the head of public health department and the Deputy Prime Minister.

The decision of the Security Council of March 31 of the 2020th it was recommended to prime minister to take measures in respect of certain members of the government for insufficient work on warning of distribution of COVID-19 in the country. In particular, it was indicated "the irresponsible relation" of Cholponbayev. As a result of the minister of a zdravoozraneniye and the Deputy Prime Minister Altynay Omurbekova was exempted from posts.[1]
