Education
In 1984 he graduated from the Moscow Engineering Physics Institute (since 2009 - the National Research Nuclear University MEPhI) with a degree in automation and electronics, after which he worked in research institutions of the system of the USSR Ministry of Medium Engineering, was engaged in security alarm systems for the border and special objects [1]. In 1993 he graduated from the Russian Academy of Public Administration under the President of the Russian Federation with a degree in economics and management.

1995
Since 1995 - at diplomatic work: Vice Consul of the Consulate General of the Russian Federation in San Francisco (USA), Deputy Head of the Representative Office of the Russian Center for International Scientific and Cultural Cooperation in Buenos Aires (Argentina).
2012-2015
Since 2012, he served as Deputy Head of the FCS of Russia.
Since 2015, R.V. Davydov has also been Chairman of the Committee of Heads of Law Enforcement Units of the Council of Heads of Customs Services of the member states of the Commonwealth of Independent States.
2016
In July 2016, R.V. Davydov was elected Chairman of the Council of the World Customs Organization, becoming the first representative of Russia at the head of the highest governing body of an international organization that unites 180 countries.
By order of the Government of the Russian Federation of February 18, 2017 No. 298-r "On the First Deputy Head of the Federal Customs Service" Ruslan Davydov was appointed First Deputy Head of the Federal Customs Service. He is the person responsible for the informatization of the department.

2022: Appointment as Head of FCS
In February 2023, Prime Minister Mikhail Mishustin signed orders, one of which he dismissed 70-year-old Vladimir Bulavin from the post of head of the Federal Customs Service (FCS) of the Russian Federation, and the other appointed 62-year-old Ruslan Davydov as the new leader.
Before heading the FCS, Ruslan Davydov served as the first deputy head of the FCS. In this position, he oversaw, among other things, the work of electronic customs and the introduction of automatic procedures when declaring. According to the government, Davydov worked in customs authorities by February 2023 for more than 15 years.
The maximum service life in customs authorities is 65 years with the possibility of extension for a maximum of five years.
According to Vedomosti, Bulavin's resignation occurred against the background of searches in the FCS. At the end of January 2023, searches were carried out in the main building of the service in Moscow related to a criminal case against Dmitry Vasiliev, head of the central information and technical customs department of the department. The Investigative Committee charged him with a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale).[1]
2024
Leaving the post of deputy head of the FCS of Russia
In September 2024, Prime Minister Mikhail Mishustin signed a decree that dismissed the first deputy head of the Federal Customs Service (FCS) Ruslan Davydov from his post. It follows from the document that Davydov will move to a new post. At the same time, his new place of work by September 11, 2024 is not called.
Before the appointment of the new head of the customs service, Davydov served as the head of the FCS. The order to appoint Valeria Pikaleva the head of the FCS was signed by the Prime Minister Russia on May 14, 2024.

Appointment by the ECE Minister for Customs Cooperation
In mid-September 2024, Ruslan Davydov was appointed Minister for Customs Cooperation of the Eurasian Economic Commission (EEC). The corresponding decision was made by the Supreme Eurasian Economic Council.
In his new post, Davydov replaced Eldar Alisherov, representing Kyrgyzstan, who switched to the position of EEC Minister for Integration and Macroeconomics. Previously, this post was held by Sergey Glazyev. Glazyev left the EEC, his new place of work was not reported.
