On June 8, 2025, it became known that the former head of the digital transformation center of formations the FSAU "" Fund for New Forms of Education Development(FNFRO) Yaroslav Demchenko became a defendant in a criminal case on especially large-scale fraud. We are talking about the theft of 38 million rubles when creating the first social network for teachers "Horizon."

The Kommersant newspaper, referring to the materials of the investigation, reports that in October 2019, the Ministry of Education, within the framework of the national project "Education," ordered the development of an automated information system (AIS) "Platform for the management of professional knowledge and competencies of the teacher" Horizon "under the leadership of Demchenko. The cost of work is 42 million rubles. It follows from the case file that the contract for the development of AIS was concluded with the capital's Clover LLC, and LLC RSV was the subcontractor. These organizations had to create a service for the main application, its client part, authorizations, which also included an instant messaging service, rating calculation, competency profile, database management system, etc. In addition, integration with the Unified System for Identification and Authentication of Public Services was envisaged.

However, it is alleged that the contract was not executed in full. Law enforcement agencies believe that the bulk of the work on the creation of AIS was carried out fictitiously, and at the Federal State Autonomous Institution "Fund for New Forms of Education Development" they accepted the work obviously not corresponding to the terms of the contract as fulfilled. Demchenko allegedly participated in a conspiracy, as a result of which more than 38 million rubles were spent on paying for fictitious work.

The criminal case was initiated under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles or in the amount of the convict's salary or other income for a period of up to three years or without it and with restriction of freedom for up to two years or without it.[1]

Former head of the center for digital transformation of education of the FSAU "Fund for New Forms of Education Development" (FNFRO, a subordinate institution of the Ministry of Education of the Russian Federation) Yaroslav Demchenko pleaded not guilty in the case of embezzlement of more than 38.2 million rubles allocated for the creation of the social network "Horizon" for teachers. He stated this on October 15, 2025 during a hearing in the Kuntsevsky Court of Moscow.

According to the materials of the case, the injured party is the Ministry of Education, which allocated funds for the creation of the Horizon platform. The development of the social network was ordered by the FNFRO under the leadership of Demchenko, while the Clover and RSV companies acted as contractors. The investigation established that part of the work on the creation of the system was carried out fictitiously, while the FNFRO accepted the work obviously not meeting the terms of the contract as fulfilled. The allocated budget money was then appropriated by officials.

Against Demchenko, according to TASS, the testimony was given by the ex-deputy head of the Ministry of Education Marina Rakova and the former employee of the FNFRO Evgeny Zuk. The manager of Clover LLC Artem Proshko and the general director of RSV LLC Anton Anikin were also in the dock. The prosecution claims that the listed persons acted as part of an organized group using their official position, "according to a previously developed criminal plan in the commission of a crime aimed at embezzling budget funds by deception in the amount of 38 million 220 thousand rubles, which is especially large." Anikin fully admits his guilt, and Demchenko denies involvement in the crime.

2026: Sentence - 7 years in prison for embezzlement of budget funds when creating a social network for teachers

On January 29, 2026, the Kuntsevsky Court of Moscow sentenced in a criminal case on embezzlement of budget funds when creating a professional social network for teachers "Horizon." The defendants received from five to seven years in prison under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group or on an especially large scale).

The investigation believes that Demchenko, Proshko and Anikin entered into a conspiracy to steal budget funds. Part of the work was fictitious, but the fund accepted them as completed. At the same time, the Horizon platform itself turned out to be inoperable. The volume of stolen funds amounted to 38 million rubles. The fact of fraud was revealed in January 2024, and the defendants were detained in April of the same year.

In accordance with the court's decision, Demchenko was sentenced to seven years in prison. Proshko and Anikin received six and five years in prison, respectively.[3]
