2025: Sentence - 6 years in prison for fraud worth hundreds of millions of rubles

On December 8, 2025, the Moscow City Court upheld the verdict of the former beneficiary of Regnum Bank Dmitry Makarov. He received 6 years in prison in a fraud case against a credit institution worth hundreds of millions of rubles.

In 2016, the Bank of Russia revoked a banking license from Regnum Bank (Regnum Commercial Bank). The regulator said that the organization pursued a high-risk credit policy related to the placement of funds in low-quality assets. At the same time, the bank did not comply with the requirements of the supervisory authority on the creation of the necessary provisions for possible losses and on the submission of statements reflecting its real financial situation. In addition, it was alleged that Regnum Bank was involved in dubious transit operations. The management and owners of the credit institution did not take effective measures to normalize its activities.

On October 23, 2025, the Khoroshevsky District Court of Moscow found Makarov guilty of committing fraud, appointing him 6 years in prison. At the same time, a civil lawsuit in the amount of over 420 million rubles was satisfied, announced by the state corporation Deposit Insurance Agency (DIA) in the interests of the bank. But the defence side appealed. Having considered the case file, the Moscow City Court upheld the verdict.

Earlier, the court also found guilty of fraudulent actions against the bank of the ex-chairman of the board of the credit institution Ayrat Hasanov and his accomplice Nikolay Volkov.[1]
