2025: Sentence - 6 years for bribes from Oborontest testing military communications
In mid-May 2025, the 235th Garrison Military Court in Moscow sentenced a former employee of the Ministry of Defense of the Russian Federation, Reserve Colonel Dmitry Fomin, to six years in prison. He was found guilty of receiving a bribe on an especially large scale when fulfilling a state contract (part 6 of article 290 of the Criminal Code of the Russian Federation).
According to the materials of the case, in 2016-2022, the Department of Advanced Interspecific Research and Special Projects of the Ministry of Defense signed contracts with Oborontest JSC for the implementation of work for the needs of the military department with a total value of 1.5 billion rubles. Fomin, as well as another ex-employee of the Ministry of Defense Andrei Chekmazov, had to control their execution.
As reported on the Oborontest website, for the practical implementation of its production activities, the organization created a test laboratory of technical means for electromagnetic compatibility parameters Autonomous non-profit organization Radioborontest (IL TS EMS ANO Radioborontest).
According to the investigation, in 2023-2024, Chekmazov and Fomin received a bribe from the Deputy General Director of Oborontest JSC Alexander Sukharev in the amount of about 10 million rubles for "unhindered acceptance of the work carried out, as well as general patronage." In addition, they received from the deputy head of the department of the 46th Central Research Institute of the Ministry of Defense of the Russian Federation Slumenkov through an intermediary a bribe in the amount of 600 thousand rubles, and from the head of the department of the Moscow State Technical University named after N. E. Bauman Borzov A. B. - for 5.65 million rubles.
Fomin fully admitted guilt, so his case was considered in a special order. In addition to awarding a prison term, the court stripped him of his military rank and banned him from state civil service positions for three years. During the investigation, the property of the accused was seized in the amount of more than 18 million rubles.[1]
