Education

In the period from 2003 to 2005, Rostovtsev studied in clinical residency with a degree in neurosurgery at the Russian Research Neurosurgical Institute named after Professor Polenov in St. Petersburg. After that, he worked as a senior researcher in the department of surgery of brain and spinal cord tumors. In 2008 he defended his thesis, and in 2016 - his doctoral dissertation.

Biography

2002-2021

Dmitry Rostovtsev headed the Chelyabinsk District Oncology Center in July 2021. Prior to that, he headed the city clinical hospital No. 6 of Chelyabinsk since February 2020. Rostovtsev has certificates from a neurosurgeon, oncologist and health care organizer.

2024: Detention on charges of fraud worth 2.6 million rubles

Law enforcement agencies detained the chief physician of the Chelyabinsk Regional Clinical Center for Oncology and Nuclear Medicine Dmitry Rostovtsev on suspicion of fraud in the amount of ₽2,6 million. Information about this appeared on August 6, 2024, when it became known about the initiation of a criminal case against the head of a medical institution and his subordinates.

According to TASS, the FSB of Russia in the Chelyabinsk region conducted a set of operational-search measures, as a result of which illegal actions were revealed not only by the head physician, but also by the head, as well as an employee of the administrative and economic part of the oncology center. The Investigation Department of the Investigative Committee of Russia in the region opened a criminal case on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale).

In the period from 2021 to 2024, the head of the medical institution, using his official powers and acting as part of a group of persons by prior conspiracy with subordinate employees, committed theft of budget funds. Investigative actions are being carried out aimed at collecting the evidence base.

The defendants in the case were detained, the issue of choosing a preventive measure is being decided. Earlier it was reported about the detention of Dmitry Rostovtsev in a corruption case in the amount of ₽3 million, but new data indicate a more serious charge of fraud.^[1]
