Elena Teplyakova was born on May 7, 1972.
Education
She studied at the pediatric faculty of Rostov State Medical University, which she graduated in 1995. She is a graduate of the South Russian Institute of Management (YURU) of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA), where she studied in the specialty "jurisprudence."
Career
2025: Appointment as the head of the Rostov Ministry of Health
On September 23, 2025, it became known that Elena Teplyakova, Doctor of Medical Sciences, was appointed the new head of the Ministry of Health of the Rostov Region. She headed the department after the dismissal of its former head Yuri Kobzev, who had been in office since December 2020.
