2024: Arrest in the case of a bribe on an especially large scale

On December 19, 2024, the Basmanny District Court of Moscow arrested Elena Afanasenko, deputy head of the Federal Service for Alcohol and Tobacco Market Control (Rosalkogoltabakkontrol), for one month and 30 days in the case of receiving a bribe on an especially large scale.

According to RBC, the accused is charged with receiving a large bribe by a group of persons by prior conspiracy or as part of an organized group, as well as receiving a bribe on an especially large scale. For these crimes, punishment is provided for up to 15 years in prison.

According to the investigation, Elena Afanasenko and other persons involved in the case received a bribe for licensing the turnover of alcoholic beverages and general patronage in resolving administrative and economic issues. The decision to arrest will take effect on December 24, 2024.

As part of the same case, the investigating authorities requested the arrest of the former deputy head of the department, Irina Golosnaya. She is also suspected of taking a bribe on an especially large scale.

Elena Afanasenko has been the deputy head of Rosalkogoltabakkontrol since 2018. Irina Golosnaya was dismissed in December 2019 after searches in the department, when it was still called Rosalkogolregulirovanie.

In November 2019, Irina Golosnaya and several of her subordinates were detained on charges of abuse of office. The investigation established that she knew about the installation of equipment that did not meet the standards for collecting data on production volumes at EGAIS at one of the brewing companies.

Despite this, she ordered to prepare an opinion on the presence of seals on the devices, which allowed the company to evade taxes in the amount of ₽58 million. The interim head of the department for the Central District, Sergei Paltsev, and the head of the department for monitoring compliance with licensing conditions, Boris Astakhov, testified against Golosnaya.

Then Golosnaya was arrested, but the criminal case was canceled by the prosecutor's office a few hours later due to violations committed by the investigation.^[1]
