2023: Charge of conspiracy in the construction of communication lines for 901 million rubles
On March 15, 2023, it became known that the Tushinsky District Court of Moscow would consider the criminal case of a cartel conspiracy at the auction to find a contractor for the construction of communication lines in the Voronezh Region.
According to the Kommersant newspaper, we are talking about a project worth 901.28 million rubles, which is being implemented within the framework of the federal program "Information Infrastructure." It provides for the construction of a fiber-optic communication line, installation of equipment and commissioning work to connect socially significant objects to the Internet in more than 750 settlements of the Voronezh region. 13 companies from Voronezh, Moscow, Belgorod, Kaluga, Volgograd, Krasnodar and Samara took part in the auction in the form of an open request for quotations. The winners were the eight participants who offered the best price reduction ratio. The total amount of the contract was divided between them in equal parts - 112.66 million rubles each.
However, several contestants were suspected of cartel collusion. According to the investigation, in April 2019 they entered into an agreement limiting competition. The investigation believes that the conspiracy was organized by the technical director of the Voronezh division of Rostelecom Maxim Eremeev. According to the case file, he offered to participate in the auction to four entrepreneurs - the founder of Komstroy LLC Andrei Proskuryakov, the representative of Ikstelkom LLC Alexander Pankratov, the general director of Cross LLC Vladimir Zibrov and the head of Tsentrtelekomstroy LLC Yuri Antipov. Subsequently, several more people joined the cartel: co-founder of SKS Prom LLC Oleg Starchenko, technical director of Smur Firm JSC Vyacheslav Litvinov and representative of Aks Group LLC Denis Marinets. In addition, Andrei Belov, deputy director of the department for organizing the construction of centralized projects of the macro-regional branch of Center, was detained.
