2024: Sentence - 9 years in prison

In mid-August 2024, it became known that the 235th Garrison Military Court (GVS) of the city of Moscow sentenced colonels of the second FSB service (unit for the protection of the constitutional system) Yevgeny Lobanov and Denis Karmanov to prison terms for bribes on an especially large scale. They received money from priests of the Roman Catholic Church for patronage in the system of arbitration courts and state authorities.

According to the Kommersant newspaper, an investigation conducted by the Main Military Investigation Department of the TFR based on FSB materials showed that the named persons, using their official position, in 2023 forced representatives of the Roman Catholic Church, including the Church of St. Louis of France on Malaya Lubyanka Street in Moscow, to pay them bribes. The colonels estimated their services at almost 20 million rubles.

Two FSB colonels sentenced to prison terms for bribes from Roman Catholic priests

Lobanov and Karmanov were charged with Part 6 of Art. 290 of the Criminal Code of the Russian Federation (bribe on an especially large scale). At the same time, part of the money received from the priests was seized from them. The defendants admitted their guilt, but said they could not put pressure on judges and officials. Therefore, according to their statements, the crime should be qualified as a less serious fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). However, the court did not agree with the arguments of the colonels.

Both persons involved in the case were sentenced to nine years in a strict regime colony and a fine of more than 39 million rubles (for each). They are deprived of the rank of colonel. In addition, after serving the sentence, Lobanov and Karmanov are prohibited from holding senior positions in the civil service for three years. Moreover, Karmanov was also found guilty of illegal trafficking in weapons and ammunition that were found during the search (part 1 of article 222 of the Criminal Code of the Russian Federation).[1]
