2025: Sentence - four years in prison for evading payment of ₽300 million taxes

The Cominternovsky District Court of Voronezh convicted Yevgeny Katyushkin, co-founder of the Motor Land dealer group, of two episodes of tax fraud. The court decision provides for punishment in the form of four years of imprisonment in a colony-settlement for non-payment of tax obligations. The verdict was reported on August 27, 2025.

According to Kommersant, the prosecution established the use of illegal tax minimization schemes in the period 2019-2020. Business activity was carried out using fictitious VAT refunds, which led to a shortfall in the state budget of over ₽300 million.

The investigating authorities have proven the conduct of imaginary transactions totaling ₽2 billion aimed at obtaining unreasonable tax deductions. The scheme involved the creation of an artificial document flow to form a "paper VAT" without the real economic content of operations.

The businessman invested the savings of money received from tax fraud in expanding the commercial activities of the car dealer group. The funds were used to develop existing areas and launch new projects of the company in the automotive sector.

The investigation of the criminal case ended in January 2022 after a detailed study of the financial and economic activities of the group's enterprises. Operational and investigative measures included the analysis of document flow and verification of the reliability of completed transactions for the study period.

Until the entry into force of the court decision, the convict retained a preventive measure in the form of a recognizance not to leave. After the final approval of the verdict, Katyushkin is obliged to apply to the territorial department of the Federal Penitentiary Service within ten days to receive orders on the procedure for serving the sentence.

The businessman's brother Grigory Katyushkin, who was a co-owner of the group's main legal entity, Socrates Limited Liability Company, was an accomplice in the tax crime. During the investigative actions, the second accused died due to deteriorating health.[1]
