Biography

Ruslan was born on March 27, 1980 in the city of Oktyabrsky of the Republic of Bashkortostan.

He began to write program codes at the age of seven: on paper, then on a blind PC.

In 1997 he entered and in 1999 left the Ulyanovsk State Technical University, preferring to engage in entrepreneurship.

He gives lectures at UlGTU.

Co-organizer of information technology conferences ULCAMP.

He is a member of the Expert Council for the Development of the Information Technology Industry of the Ministry of Communications and Mass Communications of the Russian Federation.

He participated in the creation of technologies, platforms for e-commerce and the organization of X-Cart and Ecwid.

In 2001, Fazlyev and friends in the Creative Development company used the experience of creating online stores to produce the X-Cart platform, an e-commerce product written in PHP.
