Biography

The Mariinsky and Posadsky area Chuvash was born on May 9, 1958 in Chyodino, the ASSR, RSFSR, the USSR.

Education

Left Tolikovsky secondary school of the Cheboksary district of the Chuvash Republic with a gold medal.

1980 - graduated from law department of the Kazan state university.

Career

1980-1982, 1985-1989 - taught disciplines "The Soviet right" and "Scientific communism" at the Chuvash state university of I.N. Ulyanov.

Political activity

1989 - it is elected the People's Deputy of the USSR. Was one of heads of committee on the legislation of the Supreme Council of the USSR.

1990-1993 - the Minister of Justice of the Russian Federation.

1993 - among ministers of the government of V. Chernomyrdin performed as the first with public cautions about abuses and corruption in power, predicted the scenario of October events (1993) several months prior to its real implementation.

March, 1993 - resigned in protest at anticonstitutional introduction of a special order of country government by B.N. Yeltsin.

1993 - it was elected the deputy of the State Duma of Federal Assembly of the Russian Federation of the first convocation.

Since January, 1994 - the President of the Chuvash Republic.

After taking office Fyodorov made reorganization of the government of Chuvashia therefore in the republic arose: 16 ministries, 10 State Committees, 6 services of federal subordination, Presidential Administration; the security service of the president totaled 41 employees.

1997 - it is elected to this position for the second time, in 2001 - in the third, in 2005 - it is appointed to the fourth term.

2000 - sent to the Constitutional Court of the Russian Federation a request in which the right of the Russian President recorded in the law to release from a position of heads of regions and local government was disputed and also its right together with the State Duma of the Russian Federation to dismiss regional legislative assemblies.

On September 8, 2010 - at the session of the State Council of the Chuvash Republic it is approved as the member of the Federation Council of Federal Assembly of the Russian Federation - the representative from executive body of the government of the Chuvash Republic. Member of the committee of the Federation Council on the international affairs.

September 22, 2010 - By the decree of the Russian President it is included in the structure of Presidential Commission for Modernization and Technological Development of Russia's Economy.

Since January, 2011 - the representative of the Russian Federation in the Parliamentary Assembly of the Council of Europe (Strasbourg).

May, 2011 - the chairman of the board of directors of "Institute of Social and Economic and Political Researches" Fund.
