Frolov Alexander Vasilyevich

Biography

Was born on September 2, 1952 in the village of Nivnoye of the Bryansk region, Russia.

Education

1974 - graduated from geographical faculty of Lomonosov Moscow State University in Oceanology.

1976 - 1979 - was trained in a postgraduate study of the Hydrometeorological Centre of the USSR (Hydrometeorological center of the USSR).

Scientific degree

Candidate of Physics and Mathematics.

1980 - defended the dissertation in "Geophysics (physics of the sea)" for a degree of Candidate of Physics and Mathematics^[1].

Military Service

1974 - 1976 - underwent conscription service in the Far East in service of meteorological support of the Air Force.

Career

Since 1980 - worked in Hydrometeorological center as the research associate, the head of the laboratory.

Since 1992 - was an associate director on scientific work, and then the director of Hydrometeorological research center of the Russian Federation.

1999 - it is appointed the director of Hydrometeorological center of Russia.

2001 - the deputy manager of Federal Hydrometeorology Service for Environmental Monitoring.

2004 - the deputy manager of Federal Hydrometeorology Service for Environmental Monitoring^[2].

Since 2004 - the chairman of National committee of the Russian Federation on the international hydrological program of UNESCO.

2009 - the Acting Head of the Federal Service for Hydrometeorology and Environmental Monitoring is appointed.

Since 2009 - the president on oceanography of the Joint commission of the IOC of UNESCO/World Meteorological Organization on sea meteorology and oceanography.

March 15, 2010 - The order of the Government of the Russian Federation of March 15, 2010 No. 322-r it is appointed the Head of the Federal Service for Hydrometeorology and Environmental Monitoring (Roshydromet)^[3].

At the beginning of October, 2014 the Head of Federal service of hydrometeorology and environmental protection Alexander Frolov wrote the resignation letter at own will. About it the Izvestia newspaper with reference to the ex-deputy head of Rosprirodnadzor Oleg Mitvol wrote. According to him, resignation was preceded by an incident with loss of the purchased^[4].

The presentation of the gone airplane laboratory took place in Zhukovsky in December, 2013. The airplane was equipped with electronic computer center for which creation more than 1 billion rubles were spent. Thus, the cost of "stuffing" exceeded the cost of the airplane three times.

However, as reported a source in the government, money from budgets was selected for two airplanes while department purchased and equipped only one.

"The second airplane was also not though money for it was selected. Where they were gone — it is unknown. The Deputy Prime Minister Dmitry Rogozin who demanded from Roshydromet of the reporting for the gone airplane dealt with this issue", – the interlocutor^[5] told^[6].

In 2017 - the deputy CEO of JSC Vega Concern.

Social and political activity

On March 17, 2010 - participated in a meeting of Security Council of the Russian Federation about measures for prevention of threats of national security in connection with global climate change which was carried out by the President of the Russian Federation Dmitry Medvedev.

Since 2010 - the representative of the Russian Federation in Interstate council for hydrometeorology of the CIS countries.

On September 11, 2012 - Alexander Frolov's press conference on the subject "The Forecast of Temperature Condition in Russia for the Heating Period of 2012-2013." took place^[7]

Published more than 70 scientific works in the Russian and foreign editions.

1997 - it is awarded with a medal "In Commemoration of the 850th Anniversary of Moscow".

2001 - it is awarded with the Certificate of honor of the Government of the Russian Fedearation.

2001 - it is awarded with prizes of B.P. Multanovsky and V.A. Bugaev.

2006 - it is awarded with the Letter of acknowledgement of the President of the Russian Federation.

2007 - Honored Meteorologist was entitled.

2008 - it is awarded with a prize of INTEL corporation for development of spectral methods of modeling of the atmosphere^[1].
