2022: Detention and charge of public procurement at inflated prices

In the middle of April, 2022 the Department of MIA of Russia for the Kurgan region reported about detention of the former deputy director of the National Medical Research Center (NMRC) of traumatology and orthopedics of G.A. IlizarovaMinzdrava the Russian Federation in Kurgan. He is accused of fraud on an especially large scale.

The Ministry of Internal Affairs did not name the detainee. According to the publication Ura.ru, we are talking about Ivan Frolov. Judging by the information on the website of the National Research Center for Traumatology and Orthopedics named after G. A. Ilizarov, he served as deputy director of traumatology and orthopedics for administrative work until the beginning of April 2022. By April 18, 2022, the mention of his name was removed from the institution's website (information remained in the search engine cache). The former deputy is present on the video of investigative actions published by the press service of the Ministry of Internal Affairs.

In mid-April 2022, the Office of the Ministry of Internal Affairs of Russia for the Kurgan Region announced the detention of the former deputy director of the National Medical Research Center (NMIC) for traumatology and orthopedics named after G. A. Ilizarov

A criminal case has been instituted against the suspect under Part 4 of Art. 159 of the Criminal Code (fraud on an especially large scale). The sanction of the article implies a maximum penalty of imprisonment for up to 10 years. The court sent Ivan Frolov under house arrest.

According to investigators, the medical worker, using his official position, in September 2020, out of selfish motives, gave an illegal order to the employees of the contract service of the institution to conclude contracts for the purchase of goods at inflated prices from a certain commercial organization. The amount of damage is estimated at more than 1 million rubles. During the examination and search of the suspect's house, operatives and investigators seized about $10 thousand, 55 thousand euros and 60 thousand rubles, accounting documents, impersonal bank cards, and also seized an expensive car.

At the time of the investigation, a preventive measure in the form of house arrest was chosen against Frolov. He faces up to 10 years in prison.[1]
