2024: Sentence - suspended sentence for negligence resulting in the death of two people

On March 4, 2024, the Leninsky District Court of the city of Orenburg sentenced the leaders of the local gerontological center "Longevity." For the negligence that caused the death of two people, the director of the named organization Galina Zolnikova, who held the post of Minister of Health of the region in 2017-2019, and her former deputy Mikhail Ternov received deadlines.

The incident occurred in June 2023. It is said that after the demolition of the garages, a cellar remained on the territory of the institution, which was filled up only partially. According to the case file, a 33-year-old resident of the Longevity Center and a 26-year-old employee of this organization entered the cellar, suffocated and died. According to available information, earlier men were brought up in an orphanage in Gaya, and then they were transferred to the regional center.

It is alleged that the management of the budget institution of social services knew about the unsafe facility, but did not take measures to restrict access to it. The criminal case was initiated by Part 3 of Art. 293 of the Criminal Code of the Russian Federation - negligence, which caused the death of two or more persons. The prosecutor asked to deprive Zolnikov of freedom for three years with serving in a colony-settlement, Ternova - for three and a half years, also with serving in a colony-settlement. But the actual verdict turned out to be softer.

By the verdict of the Leninsky District Court of the city of Orenburg of 04.03.2024, the defendants were found guilty of committing the alleged crimes, the official statement said.

The Zolnikova court sentenced the sentence in the form of two years of imprisonment conditionally, Ternov - 2.5 years conditionally. For two years, both have been deprived of the right to hold positions in state bodies and state institutions related to the exercise of organizational and administrative powers.[1]"
