2024: Arrest in bribery case
On March 28, 2024, the Basmanny District Court of Moscow arrested top manager of Rosatom Gennady Sakharov on charges of bribery. This was reported by the press service of the capital's courts of general jurisdiction.
From the same message it follows that Gennady Sakharov holds the position of director for capital investments, state construction supervision and state expertise of Rosatom State Corporation. He is charged under Part 6 of Art. 290 of the Criminal Code of the Russian Federation on the fact of receiving a bribe on an especially large scale. By a court decision, the top manager was sent to a pre-trial detention center until May 26, 2024.
TASS in the press service of the court reported that the first deputy general director of Orgenergostroy Elguji Kokosadze was also detained in this case, he was charged with giving a bribe. The entrepreneur was also detained until May 26, 2024.
According to Kommersant, Sakharov received a bribe for assistance in obtaining one of the contracts for the work for Rosatom by Elguji Kokosadze. The website of Orgenergostroy JSC itself says that it is "one of the largest private companies of the Russian Federation in the nuclear industry, a permanent contractor of the state corporation Rosatom and its subsidiaries." By the end of March 2024, this company is the general contractor for a major project to build an International Research Center based on a multi-purpose fast research reactor on fast neutrons.
According to Interfax, by the end of March 2024, Gennady Sakharov is on the board and holds the post of vice president of the Russian Union of Builders (RSS) for engineering and interaction with the international expert community, according to the organization's website. It also notes that he has been the director of capital investments at Rosatom since 2010.[1]
2025: Recognition in accepting bribes for ₽32 million
At the end of January 2025, it became known that Gennady Sakharov, director of capital investments, state construction supervision and state expertise of Rosatom State Corporation, pleaded guilty to receiving a bribe of ₽32,6 million in 2025.
According to RIA Novosti, the bribe was received from the general director of Orgenergostroy Elguj Kokosadze for helping to implement contracts with subordinate organizations of Rosatom.
At the beginning of 2024, Gennady Sakharov was transferred to the post of head of control over the construction projects at Rosatom. After discovering the fact of a bribe, he was detained in a pre-trial detention center.
The defense of Gennady Sakharov has repeatedly petitioned for a mitigation of the preventive measure, referring to his state and departmental awards, as well as to the serious illness of the minor son. However, the term of arrest was extended until April 14, 2025.
"Sakharov entered a plea of guilt and repentance," the case file says.
The second person involved in the case - the general director of Orgenergostroy Elguj Kokosadze, accused of bribing an official by an organized group on a large scale, also pleaded guilty before the trial began. In relation to him, a preventive measure was chosen in the form of a recognizance not to leave.
The criminal case was initiated by the Investigative Committee of Russia in March 2024. In November 2024, the Meshchansky Court of Moscow began consideration of the criminal case on the merits. According to the investigation, the transfer of funds was carried out for assisting in the implementation of contracts concluded with organizations subordinate to the state corporation Rosatom.
The case qualifies under part 6 of article 290 of the Criminal Code of the Russian Federation for Sakharov and part 5 of article 291 of the Criminal Code of the Russian Federation for Kokosadze. In accordance with the current legislation, both defendants face punishment in the form of imprisonment for up to 15 years.[2]
