2025: Lawsuit against the Ministry of Natural Resources in the case of wage debts
On April 10, 2025, the Khoroshevsky District Court of the city Moscow began consideration of the case on the claim of the former deputy director for digital transformation and implementation of artificial intelligence the Federal State Budgetary Institution "" RF Ministry of Natural Resources Russia Roman Golunov to this department. The proceedings involve millions in wage arrears.
According to Golunov, when in February 2024 he got a job at the Federal State Budgetary Institution "RF Ministry of Natural Resources of Russia" as deputy head of the department for support of digital transformation projects and data management, he was promised a monthly income of about 500 thousand rubles. At the same time, about 77 thousand rubles were indicated in the staffing table, while the leadership of the department promised to provide the difference in the form of bonuses, compensation and incentive payments. Since March 2024, Golunov was transferred to the post of deputy director for departmental digital transformation and the introduction of artificial intelligence with a salary of about 269 thousand rubles, and since October of the same year, the official salary has grown to 282.5 thousand rubles.
Golunov, who is a candidate of technical sciences and deputy chairman of the scientific and expert council of the All-Russian Society for Nature Conservation, says that in full the money for work at the Federal State Budgetary Institution "RF Ministry of Natural Resources of Russia" was not paid to him. He repeatedly made requests to the management to pay off the debt, but allegedly received a refusal. Subsequently, Golunov had a conflict with the new director of his division about hiring employees in the units he oversees. As a result, Golunov was asked to quit, in which case he was promised to pay all the debt. But the man refused, after which, according to the lawsuit, they began to create artificial obstacles in his work and impose unreasonable disciplinary sanctions.
Golunov is trying through the court to recover from the department the debt on his wages in the amount of 5.96 million rubles. The defendants, in turn, say that bonuses are paid at the discretion of management, while acts on the results of internal inspections were issued in compliance with labor laws and local regulatory requirements.[1]
