On September 25, 2024, employees of the Investigative Committee of the Russian Federation detained Grigory Shilkin, a former State Duma deputy from the New People party. He is suspected of particularly large embezzlement.
According to RBC, Shilkin was detained in Arkhangelsk and taken to Moscow for investigative actions. He is suspected of committing a crime under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (appropriation or embezzlement on an especially large scale). Under this article, he faces a sentence of imprisonment for up to ten years. The decision of the Basmanny District Court of the city of Moscow granted the petition of the preliminary investigation bodies to elect Shilkin a preventive measure in the form of detention. Searches were carried out at the place of residence and in the office of the ex-deputy.
According to the investigation, the criminal case is related to the activities of the former deputy as head of Arkhangelsk Specialized Energy Enterprise LLC ASEP, which he held from 2009 to 2021. According to a RBC source, we are talking about embezzlement in the amount of about 2 billion rubles. In 2020, the ASEP, which was the second largest network company in the Arkhangelsk region, was declared bankrupt.
Shilkin was born on October 20, 1976 in Arkhangelsk. He graduated from the Arkhangelsk Forestry Engineering College of the State Duma of Russia and the All-Russian Correspondence Financial and Economic Institute. Shilkin began his career at the Krasnoflot Machine-Building Plant, then worked as an engineer at RAO Energosbyt. On September 19, 2021, he was elected to the State Duma of the VIII convocation from the New People party. On July 26, 2024, Shilkin resigned as deputy in order to engage in business activities.
