2019: Head of the center of sovereign Runet

On November 27, 2019 it became known of appointment of the former employee of the FSO of Sergey Hutortsev to a position of the head of the Center of monitoring and management of communication networks (TsMU) at Roskomnadzor. This center is necessary for implementation of the law on "sovereign Runet" and will be able to undertake if necessary centralized operation by the Russian segment of the Internet.

According to Jellyfish, Hutortsev heads TsMU at least since summer of 2019 and is present at all internal meetings in Roskomnadzor devoted to a pilot project in the Urals and development of information system TsMU in which all information on network infrastructure from operators will be flown down.

One of sources told the edition that by the end of November, 2019 of TsMU the Internet is engaged in study of questions of creation of the Automated system of security of the Russian network segment. The contractor of Roskomnadzor "E takes part in development. Software", he added.

Besides, according to Jellyfish, Sergey Hutortsev participated in the closed enlarged meeting of the State Duma Committee on information policy on the law on "sovereign Runet" in January, 2019. Then he acted as the adviser to the president of Rostelecom. However, according to the source editions, he could be attached to Rostelecom and without dismissal from the FSO.

At the end of November, 2019 Roskomnadzor issued the order approving regulations on the Center of monitoring and public network management. Tasks of the center following:

  • accounting of information which is provided in Roskomnadzor according to the law;
  • carrying out monitoring for the purpose of identification of threats of stability, security and integrity of Runet;
  • informing on threats of telecom operators and other owners;
  • the organization and the equipment of centralized operation in case of threats by counteraction to threats or by transfer of instructions, obligatory to implementation, to the persons participating in centralized operation;
  • organizational and technical participation in ensuring providing to telecom operators of technical means of counteraction to threats and their installations.[1]
