2025: Appointment as CEO of St. Petersburg Oil Terminal
In December 2025, Igor Khlopov was appointed the new general director of Petersburg Oil Terminal JSC (PNT). The decision was made by a state institution - the Federal Property Management Agency, which owns 55% of the company's shares since October 2025.
According to Kommersant, Igor Khlopov is the owner of the Moscow construction company LLC Corporation for the Development of Promising Territories. The company specializes in the management of construction projects.
In addition, Khlopov was a co-founder of Eurosibkomplekt LLC, which was liquidated in 2020, which was engaged in the trade in electrical equipment, machines and materials. He also headed Spetsstroyproekt LLC, which was liquidated in 2022.
The appointment was the first significant personnel decision of the Federal Property Management Agency after gaining control of the terminal. Earlier, the department filed several lawsuits demanding a meeting of shareholders to change leadership. The Arbitration Court introduced interim measures, banning operations with shares of the enterprise.
Change of list of shareholders turned out to be consequence of the claim of the State Office of Public Prosecutor. The department demanded that the share belonging to the Skigin family be turned into state income. According to the position of the prosecutor's office, Tujunga, which he controlled, acquired PNT shares without obtaining prior permission required by federal law No. 57.
The share of another shareholder, Elena Vasilyeva, decreased from 50% to 45%. At the same time, the arbitration considered cases of her business activities. The court established the fact of illegal termination of the contract with the fuel trader LLC "Company" Fuel Technologies "and the creation of a similar company. The initial decision to recover 38.4 billion rubles. was canceled by the court of appeal. As a result, a penalty of 563.3 million rubles. applied to the former general director of the trader Anton Zharkov.[1]
