Biography

2025: Sentence - 4 years in prison for non-working sites of the President of the Russian Federation

In Moscow, on October 22, 2025, the Tverskoy District Court convicted a criminal fraud case while finalizing the websites of the Presidential Administration (UDP). The founder of the St. Petersburg LLC "Diakom" Igor Dyba and the former employee of LLC "Laboratory of Creativity" Rita Mazurova were found guilty of committing fraud on an especially large scale.

According to Kommersant's information, the court sentenced him to four years in a general regime colony for Dyba and three years for Mazurova. They were also awarded fines in the amount of 500 thousand and 400 thousand rubles. 1.957 million rubles were recovered from both. In favor of UDP in respect of compensation for damage.

Moscow court sentenced contractors to prison terms who received money for non-working sites of the presidential administration

Mazurova received a delay in serving her sentence until her daughter reached the age of 14. Igor Dyba was detained in the courtroom. The appointed terms were below the requirements of the prosecution, which requested seven and six years in prison for Dyba and Mazurova.

The basis for the case was the materials of the FSB audit of 2020, which revealed the damage in the execution of the contract for the development of the Personnel system of the UDP. After signing the contract, the contractor received working copies of the system from the customer without secret data. Igor Dyba attracted subcontractors to fulfill the terms of reference and work on service packs. The UDP acceptance committee checked the revised versions and signed the certificates of work performed. Despite the transfer of archives with results on flash drives, some programs subsequently turned out to be inoperable.

The former head of the information and communications department of the UDP Vitaly Nadraga, who signed the acceptance acts, was accused of abuse of office. However, the criminal prosecution against him was terminated due to the expiration of the statute of limitations.

As it became known to Kommersant, the lawyer of the convict Dyba, Irina Skurtu, announced her intention to appeal the verdict. The defense believes that the prosecution is based on incorrect conclusions of the examination.[1]
