Ilya Shtokman was born in October 1975 in Gorky.

Education

He graduated from Lobachevsky Nizhny Novgorod State University with a degree in applied mathematics, and later studied RANEPA in the specialty "Master of Public Administration for Managers (EMPM)" and in the Skolkovo business school with a degree in "Digital Transformation Management (CDTO)." He worked in senior positions in commercial companies.

Career

2020

In August 2020, Shtokman was appointed to the post of adviser to the head of Nizhny Novgorod. A month later, he became deputy head of the city administration - director of the department of information technologies and the development of urban digital infrastructure, and from December 14, 2020 - first deputy head of the city administration.

2025: Arrest

On September 26, 2025, it became known that Ilya Shtokman, the former first deputy head of the Nizhny Novgorod administration, was arrested in Sochi. According to the information available as of the specified date, the detention is associated with corruption.

As Telegram a member of the Public Council under MINISTRY OF INTERNAL AFFAIRS Russia Alexei Trifonov said in his channel, Shtokman was detained for taking bribes. RIA Novosti, referring to a law enforcement source, notes that we are talking about events that took place several years ago. The criminal case was initiated under Part 6 of Art. 290 of the Criminal Code of the Russian Federation - taking a bribe on an especially large scale. Such crimes are punishable by imprisonment for a term of 8 to 15 years with a fine of up to 70 times the amount of a bribe or without it and with deprivation of the right to hold certain positions or engage in certain activities for up to 15 years.

At the end of September 2022, Shtokman volunteered for the SVO, where he acted as head of the regiment's psychological service. At the end of August 2025, the head of Nizhny Novgorod, Yuri Shalabaev, said that Shtokman had left the post of deputy head of the city administration.[1]
