2023:7 years in a maximum security colony for bribes and negligence
The Industrial District Court of Smolensk issued a guilty verdict against the former deputy head of the regional health department Nikolai Ilyin. He was found guilty of committing crimes under Part 1 of Art. 293 of the Criminal Code of the Russian Federation (negligence), paragraph "b" of Part 4 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe to an official personally for committing knowingly illegal actions on a large scale). The press service of the prosecutor's office of the Smolensk region announced this on February 6, 2023.
The court found that Nikolai Ilyin, being the deputy head of the Department of Health of the Smolensk Region and at the same time the head of the contract service, as a result of improper performance of his duties, did not hold auctions for concluding state contracts for the purchase of drugs necessary in 2021 for preferential provision of more than 76 thousand citizens. As a result of the actions of the official, the institutions subordinate to the regional Department of Health were forced to purchase drugs prescribed by prescriptions of doctors in the amount of more than 210 million rubles.
In addition, according to the prosecutor's office of the Smolensk region, Ilyin in June 2021 transferred 500 thousand rubles to a law enforcement officer for assistance in resolving the issue of mitigating liability and avoiding punishment in the form of real imprisonment to his friend. After the transfer of funds, the man was detained.
The court agreed with the position of the state prosecutor and found the defendant guilty, sentencing him to 7 years 1 month in prison with a sentence in a maximum security colony. The defendant was taken into custody in the courtroom.
The maximum term under Part 1 of Article 293 of the Criminal Code of the Russian Federation (negligence) imputed to Ilyin provides for an arrest of up to six months. But paragraph "b" of part 4 of article 291 of the Criminal Code of the Russian Federation (giving a bribe to an official personally for committing deliberately illegal actions on a large scale) "pulls" for seven years[1]
2022: FSB bribe charge
On February 8, 2022, it became known that the former deputy head of the Health Department of the Smolensk Region was charged with giving a bribe on a large scale and negligence as part of a criminal investigation into interruptions in the supply of preferential medicines.
According to the news agency "What Smolensk is talking about," we are talking about Nikolai Ilyin, who worked in the Department of Health for less than six months and was fired in the spring of 2021.
According to TASS, citing the press service of the Investigative Department of the Investigative Committee of the Russian Federation for the Smolensk Region, the accused from October 2020 to March 2021 did not carry out public procurement of drugs necessary for preferential provision of residents of the region. As a result, the rights of at least 76 thousand citizens were violated, and the medical institution had to purchase drugs prescribed by doctors in the amount of more than 210 million rubles.
Also, the ex-official is accused of transferring 500 thousand rubles to an employee of the FSB of Russia in the Smolensk region to resolve the issue of mitigating the criminal liability of his friend, who was accused of official crimes. He was detained in July 2021.
As specified in the press service of the regional FSB, the man planned to pay a huge amount in order to stop the criminal prosecution of the deputy head of the ORS MO of the Ministry of Internal Affairs of Russia "Vyazemsky."

A criminal case was initiated under paragraph "b" of Part 4 of Art. 291 of the Criminal Code of Russia (giving a bribe on a large scale).
