2025: Confiscation of property worth 42 billion rubles

On December 19, 2025, the Moscow City Court recognized the confiscation of the property of the former Prime Minister of the Karachay-Cherkess Republic (KCR) Vladimir Kaishev and his relatives in favor of the state as legal. The amount of confiscation amounted to almost 42 billion rubles.

The claim for the conversion of property into state revenue was filed by the Prosecutor General's Office of the Russian Federation and the Federal Agency for State Property Management in June 2025. The Nikulinsky District Court of Moscow satisfied the claim, and the Moscow City Court upheld this decision, rejecting the appeal.

According to RBC, the list of seized property included: Pyatigorsk Hippodrome (managed through Nasib LLC), Pyatigorsk Dairy Plant, Agrofirm "Village named after G.V. Kaishev," LLC "Elizaveta - Mineralnye Vody," as well as 35 non-residential buildings and 67 land plots, residential buildings in the Moscow region and Stavropol Territory, apartments and cars.

As follows from the statement of claim, which the RIA Novosti news agency got acquainted with, the defendants in the case were Vladimir Kaishev himself (headed by the KCR government from 2008 to 2010), his relatives are the former wife of Nuret Kaisheva, brother Yuri Kaishev, daughter Elena Kaisheva, as well as niece Irina Leonova (former head of Pontos Plaza LLC), Development Director of Upro group Artem Machulsky and Pontos Plaza LLC itself.

The Prosecutor General's Office proved in court that Vladimir Kaishev, while holding public office, violated anti-corruption legislation. He continued to engage in commercial activities, using his official position to acquire assets.

As the court established, Kaishev's official income for the period of the civil service was 499 thousand rubles, which did not correspond to the value of the acquired property. Some of the assets were registered with relatives and controlled companies to conceal property.

According to the data, Forbes Vladimir Kaishev is also under arrest in another case - on the illegal seizure of shares of Kavminvody JSC. Businessman Yevgeny Kudel and director of the department of socio-economic development NORTH CAUCASUS FEDERAL DISTRICT Ministry of Economic Development in Igor Khranovsky were arrested in the same case.^{[1][2][3][4][5]}
