Was born on February 22, 1957 in the settlement of Shitkhala of Kabardino-Balkar Republic.

Education

1974 - graduated from municipal state educational institution "Lyceum No. 1" of Mr. Nartkala.

1981 - graduated from trade and economic faculty of the Moscow institute of the national economy of G.V. Plekhanov.

1998 - defended the master's thesis on the subject "Problems of Formation of Mortgage Crediting in Russia".

2001 - defended the doctoral dissertation on the subject "Features of State Regulation of Business Activities and the Social Sphere in the Countries of a Transitional Economy".

Career

• worked with 1983-1987 in the Moskvoretsk fruit and vegetable consolidation (the last position - the shop manager).

1987 - the trade and purchasing cooperative "Kodeks" registered in Moscow.

1991 - founded the holding company "Sindika Holding Company Ltd^[4].

1996 - 1998 - the shareholder and the board member of JSB Centrocredit Ltd.

Social and political activity

1998 - 2003 - the deputy of the permanent representative of Kabardino-Balkar Republic under the President of the Russian Federation.

December, 2003 - August, 2005 - the deputy of the State Duma (SD) of the Federal Assembly (FA) of the Russian Federation of the fourth convocation, the member of United Russia fraction, the vice-chairman of the State Duma Budget and Taxes Committee, the member of the commission of the State Duma on problems of the North Caucasus. Was the deputy coordinator of the Southern coordination council of a batch United Russia.

Since September, 2005 - the president of Kabardino-Balkar Republic.

Since December, 2007 - the high councilor of a batch United Russia.

In December, 2011 stood in deputies of the State Duma of Federal Assembly of the Russian Federation of the sixth convocation as a part of the regional list from Kabardino-Balkar Republic which is put forward by the United Russia Party. After election refused the deputy mandate.

Since January 1, 2012 - the Head of Kabardino-Balkar Republic.

December 25, 2013. The parliament of Kabardino-Balkaria approved Arsen Kanokov as the representative of parliament of KBR in the Federation Council.

From February to March, 2014 - the member of the committee of the Federation Council on the international affairs, from March to October, 2014 - the vice-chairman of the Federation Council International Affairs Committee.

From October, 2014 to September, 2019 - the vice-chairman of the Federation Council International Affairs Committee.

From October, 2019 to November, 2019 - the member of the committee of the Federation Council on economic policy.

Since November, 2019 - the vice-chairman of the Federation Council Committee on Economic Policy. Represents executive body of the government of Kabardino-Balkar Republic to the Federation Council.

Arsen Kanokov is the author of a number of monographs and articles on problems of mortgage crediting and features of state regulation of market economy in the conditions of a transient period in Russia.

Charity

Arsen Kanokov is a patron and the sponsor of different cultural programs. On its means in Nalchik the cathedral mosque, the Memorial arch in memory of the celebration of the 450 anniversary of entry of the republic into structure of Russia in 2007 is built, the monument to the victims of the Caucasian war is built, the Inturist hotel and Elbrus restaurant are reconstructed. Also Arsen Kanokov sponsors the soccer team "Spartak Nalchik".
