Position

The vice governor of the Magadan region - the First Deputy Prime Minister of the Magadan region. Is the person who is responsible for informatization of the region.

Biography

Was born on July 13, 1949 in the village of Peshkovo of the Azov district of the Rostov region.;

Education

The higher education, in 1977 the civil engineer graduated from the Novocherkassk polytechnical institute of Sergo Ordzhonikidze of an award of the Labour Red banner as industrial and civil construction; in 1995 - the Russian academy of public service under the President of the Russian Federation in a management, the manager – the economist. Candidate of Economic Sciences, associate professor. More than 15 scientific works and publications are the author. The winner of the All-Russian award of Peter the Great is awarded with an Order of Honour, the Order of Friendship of the people.;

Career

• From 1968 to 1970 served in Armed forces of the USSR.
• Since 1977 the labor activity of Karpenko Nikolay Borisovich is connected with the Magadan region. There passed the way from the master foreman of construction management to executive positions of the construction organizations of the city of Magadan.
• From 1985 to 1990 worked in party bodies.
• From June, 1990 to April, 1993 – the first deputy chairman of the Magadan Executive Committee of the City Soviet of People's Deputies, the first deputy head of administration of Magadan.
• From 1993 to 1997 - the head of administration of Magadan.
• In May, 1997 it is elected the mayor of Magadan, in 2001 it is elected the mayor of Magadan for the second term.
• From July, 2004 to November, 2004 – the chief of Control department of the office of the Russian President's Plenipotentiary in the South federal district, from November, 2004 to June, 2005 – the head of development department of Northern territories of the Ministry of Regional Development of the Russian Federation.
• Since 2005 was the first deputy governor of the Magadan region.
• By the order of the governor of the Magadasnky area of January 31, 2014 it is appointed to the position of the vice governor of the Magadan region - the first zamistetlya the Prime Minister of Magadasnky area.

Job responsibilities:

• Is responsible for development of the directions and priorities in spheres of productive, scientific and technical, foreign economic activity, an entrepreneurship and small business, development of the competition and antimonopoly policy, state regulation of economy, including rates for thermal and electrical energy, customs service, the state statistics, innovations.
• Deals with issues of subsurface use, protection of a subsoil and protection of the surrounding environment, production, use and reproduction of mineral raw material resources, license and investment policy, the order by public foundation of a subsoil (within powers of the Magadan region).
• Will organize work on formation of regional target programs of social and economic development and investment projects. Coordinates activities for accomplishment of federal address programs and investment projects.
• Conducts questions of foreign economic activity.
• Will organize carrying out state policy in the field of agro-industrial complex. Supervises issues of agricultural production, veterinary science, a quarantine of plants, land reclamations, food and processing industry, reproduction and use of objects of fauna and the environment of their dwelling, in the field of the forest relations (within powers of the Magadan region).
