In September 2020, Anatoly Karpovich resigned from the post of head physician of the dental clinic No. 3 of Saratov amid media reports about his check for involvement in official crimes. Charge of extortion from subordinates
In early April 2022, it became known about the completion of the investigation against the former chief physician of the dental clinic No. 3Saratov Anatoly Karpovich. He is suspected of especially large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) and of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).
As Kommersant writes with reference to the message of the Investigative Department of the Investigative Committee of the Russian Federation for the Saratov Region, from February 6, 2014 to September 21, 2020, Anatoly Karpovich, being the head physician of the dental clinic No. 3 of Saratov, misled employees about the need to raise funds for the economic needs of the clinic and stole about 8.7 million rubles from them.
It is noted that doctors - about 20 people - had to "donate" part of the salary and incentive payments to their leader, who, according to the state prosecution, spent what he received on his personal needs.
In addition, according to the investigation, in the period from September 1, 2016 to October 31, 2018, Karpovich allegedly received more than 1 million rubles from a subordinate as a bribe for committing actions in favor of a bribe giver, connivance and general patronage in work. The criminal case was sent to the court for consideration on the merits. Anatoly Karpovich does not admit his guilt.[1]
9 years in prison for bribes and fraud
In September 2022, the former chief physician of the Saratov Dental Clinic No. 3, Anatoly Karpovich, was sentenced to nine years in a maximum security colony on charges of large-scale fraud (Article 159 part 4) and receiving a particularly large bribe (Article 290 part 6 of the Criminal Code of the Russian Federation).
According to investigators, from 2014 to 2020, Anatoly Karpovich, being the head of the clinic, collected funds from subordinates through his proxies under the pretext of paying economic costs.
Doctors - about 20 people - had to "donate" part of the salary and incentive payments to their boss, who, according to the state prosecution, spent what he received on his personal needs.
According to preliminary data, in this way Karpovich collected 8.753 million rubles.
Also, the chief physician was accused of selling the post of head of one of the departments of the clinic: in exchange for 1.25 million rubles, he provided the "client" not only with appointment, but also connivance in the service with the ability to provide paid services bypassing the cash register, investigators believe.
In addition to the appointment of a prison term, the court fined Anatoly Karpovich 1.3 million rubles. In addition, the defendant was charged the amount of a bribe of 1.25 million rubles, as well as the amount of damage to the victims of 4.1 million rubles. He was also banned from holding positions in state and municipal bodies for a period of 7 years.
According to Kommersant, Anatoly Karpovich from the very beginning did not admit guilt in the crimes imputed to him and claimed that there were no corruption schemes in the medical institution he led.
At the debate of the parties, the state prosecution asked to appoint Anatoly Karpovich 10 years in prison with a fine of 4 million rubles, as well as a seven-year ban on holding positions related to professional activities.
Previously, Karpovich was the chief freelance dentist of the Ministry of Health of the Saratov Region and the president of the regional association of dentists.[2]
