2025: Sentence - 2.5 years in prison for fraud
Rustam Kaibyshev, director of the Research Institute of Materials Science and Innovative Technologies of the Belgorod State National Research University, was sentenced to 2.5 years in prison in a general regime correctional colony for fraud on an especially large scale. The Sverdlovsk District Court of the Belgorod Region found the 62-year-old scientist guilty of embezzling ₽14 million from the federal budget. The press service of the regional department of the FSB announced this on July 17, 2025.
The court also appointed Rustam Kaybyshev a fine of ₽500 thousand and decided to compensate for the damage caused in full. To ensure the execution of the sentence, an arrest was imposed on the funds, movable and immovable property of the convict. The verdict has not yet entered into legal force.
Employees of the FSB of Russia in the Belgorod region, together with the regional Investigative Department of the Investigative Committee, found that in the period from 2017 to 2018, Kaibyshev used his official position to commit a crime. The director of the institute provided the Ministry of Education and Science of Russia with false information about the implementation of scientific research in the field of road transport.
Based on inaccurate information, the university received ₽14 million from the federal budget as a subsidy for research work. The regional prosecutor's office in its Telegram channel confirmed that in fact the conditions for providing the subsidy were not fulfilled, and the scientist spent the funds at his own discretion.
Since July 26, 2022, Rustam Kaibyshev has been under recognizance not to leave as a preventive measure. In the courtroom during his sentencing, he was taken into custody. The press service of the regional prosecutor's office clarified that until the verdict comes into force, the scientist will be held in a pre-trial detention center.[1]
