Biography

1983-2025

Khairov was born on May 12, 1983 in the city of Omsk. In 2005-2006 he graduated from the Omsk State Service Institute with a degree in Economics and Management at Enterprises and Applied Informatics (in the field of service). Associate Professor, Doctor of Economics, author of more than 200 scientific publications on innovative economics and import substitution.

Khairov began his career as a laborer, after which he held various positions in authorities and commercial organizations. From 2009 to 2020, he worked in various positions at the Financial University under the Government of the Russian Federation. In 2020-2023, he served as rector of the Siberian State University of Telecommunications and Informatics, and from 2023 to 2025 he served as Deputy Minister of Industry and Scientific and Technical Development of the Omsk Region. After that, in the period from 2023 to 2026, he was the coordinator of the Digital Russia party project in the Omsk region.

2026: Appointment as Head of Chukotka Digital Development Department

In mid-January 2026, Bari Khairov was appointed to the post of head of the Department of Digital Development of the Chukotka Autonomous Okrug. Previously, the department was headed by Yuri Banchuk, who left his post in August 2025.

The Department of Digital Development of the Chukotka Autonomous Okrug was formed in accordance with the decree of the regional governor of December 22, 2023. The agency carries out the functions of developing and implementing regional policy and regulatory legal regulation in the fields of digital development, information technology, telecommunications and communications. The department includes the department of information and communication support, the department of telecommunications, information security and interdepartmental electronic interaction systems, financial and economic management, as well as the department of administrative, legal and personnel work.[1]
