Biography

Was born on November 26, 1959 in the city Free the Amur region. On Sakhalin – since 1960.

In 1981 graduated from the Far East polytechnical institute, in 2000 - the Far East academy of public service. Candidate of Economic Sciences. Worked as the general foreman of section of transmission lines, the chief of the region of the electric networks of the enterprise of the electric networks of software "Okhaneftegazdobycha".

Since 1987 the instructor managing organizational department of a city town committee of the CPSU of the city of Okhi of the Sakhalin region. Since 1991 the head of Aglomerat association. Since 1993 the director of Yves's Company limited liability partnership. Since 1997 the first vice-mayor Okhi and Okhinsky district. On March 18, 2001 it is elected the head of administration – the mayor Okhi and Okhinsky district.

It is awarded with a medal of the Order "For Merit to the Fatherland" of the II degree and a medal "For Merit in the Conduct of the All-Russian Population Census". Member of political council of the Sakhalin regional department of political party "United Russia".

2007: Governor of the Sakhalin region

On August 9, 2007 on representation Russian President Vladimir Putin Alexandr Khoroshavin is given authority the governor Sakhalin region. Since January 1, 2010 was the Governor of the Sakhalin region - the chairman Governments of the Sakhalin region.

On March 25, 2015 by the decree of the Russian President Vladimir Putin it was dismissed in connection with loss of trust.

2015: Criminal case

On March 3, 2015 it was delayed on suspicion of taking of a bribe. Next day the head of the region was arrested by the decision of Basmanny Court of Moscow, on March 13 charge is brought to him.

According to the investigators, in 2009 the governor of the Sakhalin region created organized criminal group which members received from entrepreneurs money for the right of execution of works according to government contracts, receiving subsidies, etc. Total amount of bribes exceeded 522 million rubles.

On February 9, 2018 the court of Yuzhno-Sakhalinsk sentenced him to 13 years of maximum security penal colony and a fine of 500 million rubles. On June 20, 2018 it became known that the Investigative Committee of the Russian Federation showed to Khoroshavin and his accomplices of charge on 20 more facts of taking of bribes in the amount of two to 10 million rubles^[1].

On June 26, 2019 it was sent to maximum security penal colony in Khabarovsk Krai^[2].

As of December 18, 2019 Alexandr Khoroshavin was returned to the pre-trial detention center of Yuzhno-Sakhalinsk^[3].
