Biography

1985-2022

Eduard Khovalyg was born on January 9, 1985 in the village of Khandagayty, Ovyursky District, Republic of Tuva. In 2007 he graduated from Tyvinsky State University with a degree in Physics with an additional specialty in computer science. He began his career at the Ministry of Finance of the region, where he held the positions of a leading specialist, chief specialist and consultant to the information technology department. From 2015 to 2017, he worked as a consultant to the department of software and analytical support, methodology and monitoring of the Ministry of the Republic of Tuva on the regulation of the contract system in the field of procurement.

In 2017-2021, Khovalyg worked in the Office of the Federal Treasury in the Republic of Tuva. In this department, he held the positions of leading expert expert of the public procurement department, chief expert expert, deputy head of the department for the functioning of the contract system, chief expert expert of the department for information secrecy and security. In 2022, he became the head of the department of information security and ensuring the activities of the situation center of the head of the region.

2026: Appointment as Minister for Digital Development of Tuva

On February 2, 2026, Eduard Khovalyg was appointed Minister of Digital Development of Tuva. Earlier, he headed the information security department of the administration of the head and apparatus of the government of the republic.
