In 1981 graduated from the Irkutsk polytechnical institute.

Career

• Labor activity of the beginnings in 1974 the seasonal worker of the Northern geophysical expedition (the Tajik SSR);
• In 1977 worker of Petrographic group of Geological institute;
• In 1981-1996 worked in geophysical trusts and expeditions of the Yamalo-Nenets Autonomous Area;
• In 1996-1998 - the deputy CEO of JSC Urengoyneftegazgeologiya
• In 1998 - the deputy CEO of JSC Yamalneftegazdobycha
• In 1998-1999 - the arbitration manager of JSC Yamalneftegazgeologiya
• In 1999-2001 - the deputy mayor of Salekhard;
• Since 2001 - the head of the department of economy of administration of the Yamalo-Nenets Autonomous Area;

2001: Deputy governor of YaNAO

Since December, 2001 - the deputy governor of the Yamalo-Nenets Autonomous Area, the head of the department of economy.

2010-2015: Deputy governor of KhMAO

In April, 2010 it is appointed to the position of the first deputy governor of the Khanty-Mansi autonomous district Yugra. Was the person responsible for informatization of the region.

It agrees to the data on the income of officials which are officially published on the website of the government of the region, in 2013 Alexander Mikhaylovich's income was 4 million 290 thousand rubles, spouses - 1 million 82 thousand rubles. The apartment of 156.9 sq.m. is owned by the official. The spouse possesses the apartment of 111.7 sq.m.; two underground parking - 15.3 sq.m. and 14.5 sq.m. respectively.

In October, 2015 was not a new part of the government of the district. According to "URA.Ru", the candidate for the former first deputy governor of Yugra Alexander Kim was initially included in the structure of the new government of Natalya Komarova. For the official there were many former powers — behind one important exception. From a zone of its responsibility it was decided to exclude patronage of strategically important department on management of state property.

But career perspectives of Alexander Kim failed literally several hours prior to official announcement of new members of "White House".

It was offered to vice governor to concede a part of the powers concerning questions of management of department of state property what he answered with flat refusal.

Reaction did not keep itself waiting long: the surname of Kim disappeared from the governor's act before its signing, and powers of the eminence grise were redistributed between other deputies.

According to the agency, coaching over department of state property did Alexander Kim by the major link in a chain of management of government assets. Any solution on sale of this or that enterprise, increase in authorized capital or selection of the next large budget tranche did not pass without approval of the first vice governor of KhMAO. As it became clear, this fact also became the reason of the collision of interests which developed into dismissal of the official.
