Biography

Born in 1982 in Tartu, ESSR in the family of a military man and a doctor. He changed 5 schools in different cities in connection with the transfer of his father to new places of service. In the 9th-11th grade he studied at the St. Petersburg Suvorov Military School, after which he entered the Pushkin Higher Military School of Air Defense Radio Electronics named after Air Marshal E. Ya. Savitsky, who later became a branch of the Military Space Academy named after A.F. Mozhaisky. In parallel with studying at a military university, he entered the faculty of evening and correspondence education at the St. Petersburg State University of Telecommunications named after Prof. M. A. Bonch-Bruevich.

In 2004, he graduated from VKA with a gold medal with a degree in Computing Machines, Systems, Complexes and Networks and was assigned to military service at the command post of the 6th Air Force and Air Defense Army at the Center for Automated Control Systems (Leningrad Region). In 2007 he graduated from St. Petersburg State University with honors with a degree in Communication Networks and Switching Systems.

He entered the graduate school of St. Petersburg State University with a degree in 05.12.13 "Networks and Switching Systems," began working concurrently at the Department of Communication Networks as a software engineer. He completed his service in the Armed Forces of the Russian Federation with the rank of captain and was accepted as a design engineer of Giprosvyaz SPb JSC in the promising development department. He participated in the development of the projects "Electronic Chechnya" and "Ust-Luga - the city of the future."

In 2008-2013, he worked in the St. Petersburg branch of FSUE NTC Atlas (later FSUE CenterInform) in the center for protecting objects from special impacts. He held positions from researcher to leading researcher, engaged in applied scientific research in the interests of special services and departments.

In 2012 he defended his thesis on the topic "Research on the influence of ultra-short electromagnetic pulses on the process of data transmission in Ethernet networks," headed the Internet of Things laboratory at St. Petersburg State Technical University. In 2014, he moved to the main job at St. Petersburg State Technical University as an assistant professor of communication and data transmission networks.

In 2018 he defended his doctoral dissertation on the topic "Development and study of a complex of models and methods for flying sensor networks," was elected professor of the department. In 2020, during the elections, he was appointed to the post of head of the department of software engineering and computer technology (from January 2023 - and. about. Head of the department). He passed all the full-time positions of the educational and pedagogical staff of the university: engineer, assistant, senior lecturer, associate professor, professor, head of the department.

From January 1, 2023 he was appointed rector of the St. Petersburg State University of Telecommunications named after Prof. M. A. Bonch-Bruevich. As rector, Ruslan Kirichek replaced Georgy Mashkov, who served as rector of St. Petersburg State Technical University from March to December 2022.

Teaching and research activities

Ruslan Kirichek is active in teaching and research at St. Petersburg State University, presenting the results of his work in the form of international standards, recommendations, as well as developments that are important for the communications industry. He is the head of the group for the development of standards for the Internet of Things, its applications and identification systems 11 of the research commission "Alarm requirements, protocols, testing specifications and combating counterfeit products" of the standardization sector of the International Telecommunication Union (Q12/11). Certified expert on international standardization of Rosstandart.

With the direct participation of R. Kirichka, together with PJSC Rostelecom, international ITU-T recommendations and the international ISO/IEC standard were developed.

Under the leadership of R. Kirichka, more than 20 research and development and R&D projects were carried out for a total amount of more than 200 million rubles, which were financed as part of the work of special services and departments, RFBR, RNF, the grant fund of the President of the Russian Federation, as well as industrial customers, including PJSC Rostelecom and divisions of the Ministry of Transport of the Russian Federation.

He was awarded the medal of M.V. Lomonosov "For Merits in Scientific Activity," has thanks from the Committee on Science and Higher Education, the Committee on Informatization and Communications of St. Petersburg, the standardization sector of the International Telecommunication Union. In 2021, he received gratitude from the Minister of Digital Development, Communications and Mass Media of the Russian Federation "For Merits in the Development of Communications, Information Technologies and Mass Media."

Professional interests: the Internet of Things, wireless sensor networks, flying networks, network security, protection against deliberate electromagnetic influences, testing networks and telecommunication devices, identification based on the architecture of digital objects, machine learning for embedded electronics.

Courses taught: "Smart Sustainable Cities Software Architecture," "Software Design and Simulation of Wireless Sensor Networks," "Fundamentals of Research," "Computer Hardware," "Computer Engineering," "Introduction to Software Engineering." He underwent retraining and advanced training in the field of management, personnel management, project management in the field of information technology, administration of local area networks, network technologies, international standardization, ICT in education, state and municipal management, labor protection, university management, etc.
