2025: Sentence - 6 years in prison for embezzlement of 2.7 billion rubles

On October 8, 2025, the Vyborg District Court of St. Petersburg issued a verdict against the former general director of Collector 19 LLC and the beneficiary of Bank Sovetsky JSC Kirill Laskin. He was found guilty of embezzling more than 2.7 billion rubles from this credit institution.

According to the investigation, according to the Kommersant newspaper, through the Collector 19 company, the assets of Bank Sovetsky were stolen by assigning the right to claim allegedly bad loans. According to such a scheme, as stated in the case file, the named legal entity acquired a loan portfolio in the amount of more than 2.7 billion rubles for only 2.1 million rubles, which is less than 0.1% of the amount of transferred rights.

The prosecution demanded nine years in prison for Laskin and a fine of 189 million rubles. In August 2025, the prosecutor's office petitioned to terminate the proceedings in connection with the expiration of the statute of limitations, but the defendant refused the corresponding petition of the supervisory authority. Laskin categorically denies his guilt, stating that the operations carried out between Bank Sovetsky and Collector 19 are common for the banking sector.

As a result, the court sentenced Laskin to six years in a general regime colony and a fine of 1 million rubles. At the same time, the ex-banker was released from serving his sentence for the expiration of the statute of limitations. At the same time, the court satisfied the civil claim of the state corporation Deposit Insurance Agency (DIA) in the interests of the bank in the amount of over 88.6 million rubles. The arrests imposed on Laskin's property were preserved until the end of enforcement proceedings.

The Bank of Russia revoked the banking license from Bank Sovetsky in 2018 due to a decrease in the amount of equity (capital) below the minimum value of the authorized capital.[1]
