Was born on March 31, 1962 in the village of Kochubeevskom of Kochubeevsky district of Stavropol Krai. 1969-1979. Klevtsov Alexey Pavlovich graduated from Kochubeevsky school No. 3, gained the diploma with GPA 4.5. Graduated from music school on a bayan class.

1979-1984.

Since 1979 – the student of the Stavropol agricultural institute of the Award of a labor Red Banner. Was trained at faculty of mechanization of agriculture. Upon termination of university in 1984 defended the thesis as "mechanical engineer". After completion of training in a higher educational institution defended the dissertation on the subject "Operation of the Machine and Tractor Park". From 2000 to 2007 worked as the chairman of joint project company of collective farm Pole star in the farm of Mishchensky of Kochubeevsky district. From 2007 to 2008 - the deputy of Kochubeevsky Council of deputies from the Mishchensky Village Council. From 11/23/2007 headed Council of the Kochubeevsky municipal district. From 10/18/2008 – the head of administration of Kochubeevsky district of the municipal district of Stavropol Krai. Holds this post till present as 11/22/2012 it was repeatedly re-elected to the same position.
