Kolokoltsev Vladimir Aleksandrovich is a Minister of Internal Affairs of the Russian Federation. Former chief of General Directorate of Ministry of Internal Affairs of Russia in Moscow, former chief of Main Department of Internal Affairs of Moscow.

Biography

Born on May 11, 1961 in. Lower Lomov, Penza region, Russia.

Education

1989 - graduated with honors from the Highest political school of a name of the 60 anniversary of the All-Union Leninist Young Communist League of the Ministry of Internal Affairs of the USSR in Jurisprudence.

Scientific degree

The doctor of jurisprudence[1].

2005 - defended the dissertation on the subject "Ensuring the State Interests of Russia in the context of the Concept of National Security".

Military Service

1979 - it was called up for military service, served in border troops on border of the USSR and Afghanistan.

Career

1982 - came on service to law-enforcement bodies, to department of militia of protection of diplomatic missions of the foreign states accredited in Moscow.

1989 - upon termination of study came on service to Department of Internal Affairs to a position of the operative of department of criminal investigation department of the ATC of the Kuntsevo district executive committee of Moscow again.

1992 - - serves 1993 in Criminal office of Moscow.

1995 - it is confirmed to the post of the head of department of criminal investigation department 2 District Department of the Interior of the Central Administrative District of Moscow.

1997 - passes to service into the Ministry of Internal Affairs of the Russian Federation.

1999 - it is appointed to the position of the chief of regional operational search office across the South-Eastern Administrative District of Moscow of the Central Regional Department for Organized Crime Control at Head department on fight against organized crime of the Ministry of Internal Affairs of the Russian Federation.

2007 - it is appointed the head of department of internal affairs across the Oryol region.

April, 2009 - becomes the first deputy head of the department of criminal investigation department of the Ministry of Internal Affairs of the Russian Federation.

September 7, 2009 - The decree of the Russian President the militia major general Vladimir Aleksandrovich Kolokoltsev is appointed the chief of Main Department of Internal Affairs for Moscow.

On March 24, 2011 - after recertification passing by the Decree of the Russian President it is appointed to the position of the chief of General Directorate of Ministry of Internal Affairs of Russia in Moscow[2].

May 21, 2012 - The decree of the Russian President it is appointed the Minister of Internal Affairs of the Russian Federation.

On May 18, 2018 - it is again appointed the Minister of Internal Affairs of the Russian Federation.

On October 11, 2012 - said that the measures taken within reform of the Ministry of Internal Affairs "were insufficient, did not meet fully expectation of citizens"[6].

On October 17, 2012 - announced reduction of bribery in the ranks of police approximately on a quarter[6].

On May 21, 2012 - the Russian President Vladimir Putin announced that Vladimir Kolokoltsev after nearly three years of work as the chief of capital police is appointed to a post of the Minister of Internal Affairs of the Russian Federation.

"It would be desirable to note that Kolokoltsev passed all steps in a system and well knows also police community and also the civilian population. He has authority in department that is very important", - the deputy of the State Duma, the militia major general Tatyana Moskalkova reported RIA Novosti.

The former subordinates of Vladimir Kolokoltsev characterize it as tough, but fair head. So, the law enforcement officer of the Oryol region where Kolokoltsev worked in 2007 - 2009, told RIA Novosti that the new minister – "quite tough, strict and exacting head". One of employees of a capital central board of the Ministry of Internal Affairs noted that Kolokoltsev "not only the professional of the case, but also has charisma".

Moskalkova told that when the opposition came to mass actions, "we saw that the police force very correctly treated citizens, even when some activists behaved not really decently".

He is married, has the son and the daughter.
