Criminal case

At the end of March, 2014. The prosecutor's office of the Ulyanovsk region announced that the court recognized the ex-head of OGAU "Center of Information Technologies" Sergey Konzayev who was responsible for the organization in educational institutions of the region of distance learning, guilty of taking of a bribe in especially large size (Part 6 of Article 290 of the Criminal Code of the Russian Federation).

For this crime of the official sentenced to 8 years of maximum security penal colony with a penalty in income of the state in the amount of 12.8 million rubles. The greatest possible term of deprivation of freedom by the specified part of the article of the Criminal Code of the Russian Federation makes 15 years.

Investigation of this case was complete in November, 2013. As then reported regional Investigation department of the IC RF, during the period from October, 2012 to January, 2013 Sergey Konzayev received from representatives of Polymedia Ltd (Polymedia) which is based in Moscow a bribe in the amount of 6.4 million rubles.

According to prosecutor's office, this amount Konzayev demanded from the representative of Polymedia as remuneration for the conclusion with the company of the delivery contract, installation and commissioning of specialized computer and telecommunication equipment and also the software.

Having received consent, he developed and provided technical specifications and the tender documentation including the data meeting the requirements of products, only deliverable this company on the commission on order placement.

According to prosecutor's office, having organized Polymedia victory, the ex-director of OGAU "Center of Information Technologies" signed with firm the contract for the amount of nearly 80 million rubles federal budgetary funds which were transferred in process of commissioning in educational institutions of the Ulyanovsk region of the equipment for remote education.

"At the same time during the period from October, 2012 to January, 2013 into accounts of the commercial structures registered on the persons who are with the director of the specified regional public autonomous institution in the friendly relations financial resources of "rollback", says prosecutor's office of the Ulyanovsk region were listed.

This money in the amount of 6.4 million rubles delivered to it in an office office, the official disposed at own discretion, summarize law enforcement agencies.

Polymedia could not provide comments about criminal case quickly. At the time of news of a case institution on Sergey Konzayev in the official comment of media in Polymedia said that charge has under itself no evidence of participation of their company in the mentioned illegal transaction and is the unreasonable expression which soiled its goodwill. Konzayev denies the fault in deeds, the prosecutor's office reports.
